Creates the Gun-free Zone Criminal Conduct Liability Act. Provides that any person, organization, or entity or any agency of government, including any unit of local government, that creates a gun-free zone is liable for all costs, attorney's fees, and treble damages resulting from criminal conduct that occurs against an individual in the gun-free zone, if a reasonable person would believe that possession of a firearm could have helped the individual defend against such conduct. Defines "gun-free zone". Effective immediately.

| AN ACT to create the Gun-free Zone Criminal Conduct |

| 3 |
| Be it enacted by the People of the State of Illinois,
|
| 4 |
| represented in the General Assembly:
|
| 5 |
| Section 1. Short title. This Act may be cited as the |
| 6 |
| Gun-free Zone Criminal Conduct Liability Act. |
| 7 |
| Section 5. Liability for criminal conduct in a gun-free |
| 8 |
| zone. |
| 9 |
| (a) Any person, organization, or entity or any agency of |
| 10 |
| government, including any unit of local government, that |
| 11 |
| creates a gun-free zone is liable for all costs, attorney's |
| 12 |
| fees, and treble damages resulting from criminal conduct that |
| 13 |
| occurs against an individual in the gun-free zone, if a |
| 14 |
| reasonable person would believe that possession of a firearm |
| 15 |
| could have helped the individual defend against such conduct. |
| 16 |
| (b) For the purposes of this Section: |
| 17 |
| (1) "Criminal conduct" includes offenses specified in |
| 18 |
| the Criminal Code of 1961.
|
| 19 |
| (2) "Gun-free zone" means any building, place, area, or |
| 20 |
| curtilage that is open to the public, or in or upon any |
| 21 |
| public conveyance, where a person's right or ability to |
| 22 |
| keep arms or to bear arms is infringed, restricted, or |
| 23 |
| diminished in any way by statute, policy, rule, regulation, |
| 24 |
| ordinance, utterance, or posted signs.

| 25 |
| Section 99. Effective date. This Act takes effect upon |
| 26 |
| becoming law.
