| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Lobbyist Registration Act is amended by |
| 5 |
| adding Section 7.5 as follows:
|

| Sec. 7.5. No-gift list. |
| 8 |
| (a) In addition to other duties prescribed by this Act, the |
| 9 |
| Secretary of State shall compile and maintain a list of State |
| 10 |
| officials and employees who do not want to receive gifts from |
| 11 |
| persons or entities registered or required to be registered |
| 12 |
| under this Act. The inclusion on the list of a State official |
| 13 |
| or employee shall be at the discretion of that official or |
| 14 |
| employee, and he or she may subsequently withdraw from the |
| 15 |
| list. A State official or employee who withdrew from the list |
| 16 |
| may subsequently request inclusion on the list again. The |
| 17 |
| Secretary of State shall inform State officials and employees |
| 18 |
| of the list and shall update the list as frequently as |
| 19 |
| practical in order to respond promptly to an official's or |
| 20 |
| employee's request to be included on or removed from the list. |
| 21 |
| (b) The Secretary of State shall include an updated printed |
| 22 |
| copy of the no-gift list with each distribution under this Act |
| 23 |
| of other printed material to a registrant or applicant for |
| 24 |
| registration. The no-gift list shall include an explanation |
| 25 |
| that the State officials and employees on the list choose not |
| 26 |
| to receive gifts of any value from lobbyists. Other printed |
| 27 |
| materials distributed under this Act by the Secretary of State |
| 28 |
| include, but are not limited to, forms for registration and |
| 29 |
| renewal, forms for expenditure reports, and individualized or |
| 30 |
| standard notices. |
| 31 |
| The Secretary of State shall post the updated no-gift list |
| 32 |
| on the Secretary's official Internet website. |
