| replacing lines 33 through 35 with the following:

| "Section 25. Prescription; administration. A licensed |

| health care professional that is permitted by law to prescribe |

| an opioid antagonist may, in an emergency situation and without |
| 7 |
| a fee, prescribe, dispense, distribute, or administer an opioid |
| 8 |
| antagonist without being liable for damages in a professional |
| 9 |
| or civil action or subject to criminal prosecution, except for |
| 10 |
| willful and wanton misconduct."; and

| on page 4, by deleting lines 1 through 3.
