Amends the Environmental Protection Act. Provides that on and after July 1, 2007, no person shall burn or incinerate any waste generated at a hospital at any hospital, any site or facility owned or operated by any hospital, or any site or facility owned or operated by any owner or operator of any hospital. As an exception to this prohibition, sets forth that a hospital may, until July 1, 2011, continue to burn or incinerate at the hospital waste that is generated at the hospital if, by July 1, 2007, the hospital enters into a written agreement with the Agency to cease burning or incinerating such waste at the hospital by July 1, 2011. Sets forth that in no case shall waste generated at the hospital be burned or incinerated at the hospital on or after July 1, 2011. Defines "hospital".
