With regard to supplemental general State aid, beginning with the 2006-2007 school year, defines "Low Income Concentration Level" for each fiscal year as the low income eligible pupil count as of July 1 of the immediately preceding fiscal year (as determined by the Department of Human Services based on the number of pupils who are eligible for at least one of the following low income programs: Medicaid, KidCare, TANF, or Food Stamps, averaged over the 3 immediately preceding fiscal years) divided by the Average Daily Attendance of the school district (now, the term excludes pupils who are eligible for services provided by the Department of Children and Family Services).
