<SynopsisText>In the opinion of DCEO, HB 5391 (HA #1) creates the following mandates under the State Mandate Act: 1) a service mandate which requires reimbursement of 50%-100% of the increased costs to units of local government, 2) a due process mandate for which reimbursement of the increased costs to units of local government is not required, and 3) a local government organization and structure mandate for which reimbursement of the increased costs to units of local government is not required. </SynopsisText></synopsis>
