Sets forth that notwithstanding any other provision of State law to the contrary and in addition to any other transfers that may be provided for by law, on July 1, 2005 (now, on the first day of each calendar quarter of the fiscal year beginning on July 1, 2005), or as soon as may be practical thereafter, the State Comptroller shall direct and the State Treasurer shall transfer from each designated fund into the Workers' Compensation Revolving Fund amounts equal to each of the following totals (now, one-fourth of each total): General Revenue Fund $44,000,000 (instead of $34,000,000), and Road Fund $36,000,000 (instead of $25,987,000).
