<reference>625 ILCS 5/11-212</reference><aliasreference></aliasreference><SynopsisText>     Amends the Illinois Vehicle Code with respect to traffic stop statistical studies. Provides that if a local law enforcement agency neglects or fails to transmit its statistical data in a timely manner or neglects or fails to accurately compile and submit data, then the Department of Transportation shall impose an administrative fine against the local law enforcement agency in an amount to be determined by the Department, by rule, with the amount of the fine based on the population of the jurisdiction of the local law enforcement agency. The amounts collected as fines shall be deposited into the Traffic and Criminal Conviction Surcharge Fund to be used by the Illinois Law Enforcement Training Standards Board to provide racial and ethnic sensitivity training to law enforcement personnel. <SynopsisText>Provides that the Department of Transportation shall impose an administrative fine against the controlling unit of local government (instead of against the local law enforcement agency) if a local law enforcement agency neglects or fails to transmit its statistical data in a timely manner or neglects or fails to accurately compile and submit data. Provides that no fine shall be imposed with respect to a law enforcement agency that does not perform traffic stops.</SynopsisText><synopsistitle>House Amendment No. 3</synopsistitle>
<SynopsisText>Deletes everything after the enacting clause. Amends the Illinois Vehicle Code. Provides that the Department of Transportation shall withhold from the controlling county or municipality 1% of its monthly distribution of motor fuel tax revenue if a local law enforcement agency neglects or fails to transmit its traffic stop statistical data in a timely manner or neglects or fails to accurately compile and submit data. Provides that the withholding shall only be applied with respect to a local law enforcement agency under the jurisdiction or control of the municipality or county. Effective immediately.</SynopsisText></synopsis>
