Creates the Manure Management Guarantee Program. Provides that the Illinois Finance Authority is authorized to issue State Guarantees, secured by the Illinois Farmer and Agribusiness Loan Guarantee Fund, to lenders for loans to finance or refinance certain manure management programs for farmers who do not qualify for the federal Environmental Quality Initiatives Program. Provides that Guarantees may not exceed $15,000 per applicant and may be no longer than 5 years in duration. Contains provisions for the administration of the the program.
