Provides that in actions concerning bail bonds, that bail bonds, when forfeited or returned, shall first be applied to any unpaid child support obligations of the defendant, before it can be applied in any other manner. Amends the Marriage and Dissolution of Marriage Act, the Non-Support Punishment Act, and the Illinois Parentage Act of 1984.
