Provides that the governing body of a municipality or county may enact an ordinance or adopt a resolution declaring itself (for a county, the unincorporated areas only) to be a premier resort area if at least 40% of the equalized assessed value of the taxable commercial property within the municipality or unincorporated areas of the county is used by tourism-related retailers. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that each month, after making certain distributions to local governments, the Department shall pay to each premier resort area 25% of the moneys collected under the Acts from the jurisdiction of that premier resort area.</SynopsisText></synopsis>
