Requires the Board to create a statewide textbook rental program for public institutions of higher education to save students a significant amount of money each semester. Provides that, under the program, the Board shall provide grants to those public institutions of higher education that choose to participate to cover start-up costs for those institutions. Provides that the institutions shall then provide students with the option to rent or purchase textbooks, which may be purchased from an inventory with a 20% to 40% discount off retail price.
