Provides that the Illinois Workers' Compensation Commission Operations Fund Surcharge and the Illinois Workers' Compensation Commission Operations Fund Fee shall not be imposed on and after July 1, 2005, and that this does not affect any powers and duties with regard to any payments due before July 1, 2005 and any delinquencies, penalties, and overpayments with respect to those payments.
