Provides that the Illinois Gaming Board shall be responsible for administration and enforcement of laws relating to video gaming terminals. Amends the Riverboat Gambling Act to provide that the Illinois Gaming Board shall be responsible for administration and enforcement of the Video Gaming Act. Amends the Gambling Article of the Criminal Code of 1961 to make corresponding changes.
