| SENATE RESOLUTION

| WHEREAS, The members of the Senate of the State of Illinois |
| 3 |
| learned with regret of the death of Milton R. "Dick" Allen of |
| 4 |
| Granite City, a former Madison County state's attorney, on |
| 5 |
| Wednesday, December 17, 2003; and
|
| 6 |
| WHEREAS, Mr. Allen valiantly served his country with the |
| 7 |
| United States Army's 13th Armored Division in Europe during |
| 8 |
| World War II and was the recipient of a Bronze Star; and
|
| 9 |
| WHEREAS, A lifelong resident of Granite City, Mr. Allen |
| 10 |
| graduated from Illinois College in Jacksonville and later |
| 11 |
| enrolled at the St. Louis University School of Law; while |
| 12 |
| attending law school, Mr. Allen worked as a laborer and oiler; |
| 13 |
| he earned his law degree in 1955 and practiced law in Granite |
| 14 |
| City for about 40 years; and
|
| 15 |
| WHEREAS, Mr. Allen served as an assistant public defender |
| 16 |
| and assistant state's attorney in Madison County and as a city |
| 17 |
| attorney for Granite City; he was elected in 1984 and served |
| 18 |
| one term as Madison County's top prosecutor; and
|
| 19 |
| WHEREAS, As state's attorney, Mr. Allen helped start |
| 20 |
| programs that dealt with delinquent child support, domestic |
| 21 |
| violence, and elderly victims; he was a champion of equal |
| 22 |
| rights and fair treatment and did not believe that anyone was |
| 23 |
| above the law; and
|
| 24 |
| WHEREAS, Mr. Allen was politically active and helped |
| 25 |
| campaign for many State and local Democrats; he organized the |
| 26 |
| Madison County Youth Democrats and the Granite City Democratic |
| 27 |
| Club; he helped organize the Democratic Federation of Illinois |
| 28 |
| and was appointed downstate organizational director of the |
| 29 |
| federation by U.S. Senator Paul Simon; he was a former city |
| 30 |
| chairman of the Granite City Democratic Committee; and
