SENATE RESOLUTION

WHEREAS, The members of the Senate of the State of Illinois learned with regret of the death of Milton R. "Dick" Allen of Granite City, a former Madison County state's attorney, on Wednesday, December 17, 2003; and

WHEREAS, Mr. Allen valiantly served his country with the United States Army's 13th Armored Division in Europe during World War II and was the recipient of a Bronze Star; and

WHEREAS, A lifelong resident of Granite City, Mr. Allen graduated from Illinois College in Jacksonville and later enrolled at the St. Louis University School of Law; while attending law school, Mr. Allen worked as a laborer and oiler; he earned his law degree in 1955 and practiced law in Granite City for about 40 years; and

WHEREAS, Mr. Allen served as an assistant public defender and assistant state's attorney in Madison County and as a city attorney for Granite City; he was elected in 1984 and served one term as Madison County's top prosecutor; and

WHEREAS, As state's attorney, Mr. Allen helped start programs that dealt with delinquent child support, domestic violence, and elderly victims; he was a champion of equal rights and fair treatment and did not believe that anyone was above the law; and

WHEREAS, Mr. Allen was politically active and helped campaign for many State and local Democrats; he organized the Madison County Youth Democrats and the Granite City Democratic Club; he helped organize the Democratic Federation of Illinois and was appointed downstate organizational director of the federation by U.S. Senator Paul Simon; he was a former city chairman of the Granite City Democratic Committee; and

WHEREAS, Mr. Allen was a former board member of the Tri-City Area YMCA and a past president and longtime board member of Coordinated Youth and Human Services of Granite City, a social service agency that works with people in need; and

WHEREAS, The passing of Milton R. "Dick" Allen has been deeply felt by many, especially his sons, Michael Allen and Dana Allen; his daughter, Cynthia Dutra-Silveira; and his three grandchildren; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Milton R. "Dick" Allen, and we extend our deepest sympathy to his friends, family, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Milton R. "Dick" Allen as an expression of our sincerest condolences.
