| HOUSE RESOLUTION
|
| 2 |
| WHEREAS, The Department of Central Management Services has |
| 3 |
| decided to eliminate Health Alliance Medical Plans as a managed |
| 4 |
| care plan option for State employees and some State retirees |
| 5 |
| beginning in Fiscal Year 2005; and
|
| 6 |
| WHEREAS, State government is Health Alliance's largest |
| 7 |
| client and 90,000 downstate residents are covered by Health |
| 8 |
| Alliance's HMO as a result of its contract with the State; and
|
| 9 |
| WHEREAS, Developing a long-term relationship with a |
| 10 |
| trusted family physician can greatly improve the quality of |
| 11 |
| health care; however, as a result of this action by the |
| 12 |
| Department of Central Management Services, some State |
| 13 |
| employees who wish to remain in an HMO will not be able to keep |
| 14 |
| their current primary physician, thereby disrupting the |
| 15 |
| continuity of care for those employees and their families; and
|
| 16 |
| WHEREAS, Job preservation is a high priority for the State |
| 17 |
| of Illinois; because Health Alliance is headquartered in |
| 18 |
| downstate Illinois, the enrollment of State employees with |
| 19 |
| Health Alliance provides jobs to downstate Illinois residents; |
| 20 |
| any movement of State employees to other managed care plans |
| 21 |
| headquartered elsewhere could have the effect of moving jobs |
| 22 |
| elsewhere; and
|
| 23 |
| WHEREAS, All of the consequences of the action taken by the |
| 24 |
| Department of Central Management Services should be fully |
| 25 |
| considered in determining whether that action is in the best |
| 26 |
| interests of the State of Illinois; therefore, be it
|
| 27 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 28 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 29 |
| urge the Department of Central Management Services to |
| 30 |
| reconsider its decision to eliminate Health Alliance as a |
