HOUSE RESOLUTION


 
2
    WHEREAS, The members of the House of Representatives of the 
3
State of Illinois are pleased to congratulate Consolidated 
4
Community School District 15 (CCSD 15) of Palatine on being 
5
awarded the Malcolm Baldrige National Quality Award; and

 
6
    WHEREAS, The Baldrige Award is given by the President of 
7
the United States to businesses, education, and health care 
8
organizations that apply and are judged to be outstanding in 
9
seven areas: leadership, strategic planning, customer and 
10
market focus, information and analysis, human resource focus, 
11
process management, and business results; and

 
12
    WHEREAS, The U.S. Congress established the award program in 
13
1987 to recognize organizations for their achievements in 
14
quality and performance and to raise awareness about the 
15
importance of quality and performance excellence as  a 
16
competitive edge; and

 
17
    WHEREAS, Several years ago, CCSD 15 began a journey of 
18
continuous quality improvement centered on accountability to 
19
its constituents; as a framework for the district's efforts, 
20
the Board of Education and district administrators adopted the 
21
criteria of the Baldrige Award; the district is among only 3 
22
other education organizations to win the Baldrige Award; and

 
23
    WHEREAS, Throughout the process, CCSD 15 developed a 
24
mission, implemented multi-year strategic planning, maintained 
25
a high performing quality staff, set challenging goals, and was 
26
accountable to the community through feedback; the district 
27
paid special attention to aligning its mission, goals, and 
28
student performance targets; and

 
29
    WHEREAS, The District 15 Board of Education 
30
enthusiastically endorsed the continuous improvement process

as a way to develop a world-class school system; members of the 
2
superintendent's cabinet and others on the administrative team 
3
took ownership of the Baldrige process and led the way to 
4
implementing it across the entire district organization; and

 
5
    WHEREAS, CCSD 15 has created a number of unique programs 
6
designed to respond to the specific needs of various groups; 
7
these range from the strategic planning process to reading 
8
intervention programs, from on-time bus delivery to teacher 
9
mentoring; therefore, be it

 
10
    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
11
NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
12
congratulate the administrators, Board of Education, and the 
13
entire staff of Consolidated Community School District 15 of 
14
Palatine on being awarded the Malcolm Baldrige National Quality 
15
Award; and be it further

 
16
    RESOLVED, That a suitable copy of this resolution be 
17
presented to Consolidated Community School District 15 as an 
18
expression of our esteem.
