| 2 | | WHEREAS, The members of the Illinois Senate are saddened |
| 3 | | to learn of the death of Raymond L. "Ray" Picl, the former |
| 4 | | Mayor of Peoria Heights, who passed away on October 5, 2025; |
| 5 | | and |
| 6 | | WHEREAS, Ray Picl was born to Louis and Emma (Herget) Picl |
| 7 | | in Peoria Heights on June 15, 1929; he graduated from Woodruff |
| 8 | | High School and Bradley University; he served in the United |
| 9 | | States Navy for four years; he married Louise Wuthrich on |
| 10 | | January 8, 1956; and |
| 11 | | WHEREAS, Ray Picl worked as manager of food and drug |
| 12 | | advertising for the Peoria Journal Star, retiring after more |
| 13 | | than 35 years of service; and |
| 14 | | WHEREAS, Ray Picl served as Mayor of Peoria Heights for 28 |
| 15 | | years, the longest of any mayor in the village's history; he |
| 16 | | was also active in the Peoria Heights Chamber of Commerce, the |
| 17 | | Peoria Heights Diamond Jubilee Celebration, and the Peoria |
| 18 | | Heights Village Party, and he previously served as president |
| 19 | | of Tower Park Inc.; and |
| 20 | | WHEREAS, Ray Picl was a member of Peoria Heights Christian |
| 21 | | Church; he was also active with Grandview Lodge 1112 AF & AM |

| 1 | | Scottish Rite, the Mohammed Shrine, the Royal Arch Masons, the |
| 2 | | Blaney Commandry, the Knights Templars, Illini Council 347 |
| 3 | | Allied Masonic Degree, the Greater Peoria Shrine Club, the |
| 4 | | Shrine Legion of Honor, and the Royal Order of Jesters Court |
| 5 | | #40; and |
| 6 | | WHEREAS, Ray Picl was an avid sports fan; he served as past |
| 7 | | president of the Chicago Cubs Boosters of Central Illinois, |
| 8 | | organizing bus trips and annual trips to Mesa, Arizona for |
| 9 | | Cubs Spring Training, and as co-coordinator of the Chicago |
| 10 | | Bears Fan Club of Central Illinois; he was a longtime Bradley |
| 11 | | Braves basketball team season ticket holder, served as a past |
| 12 | | president of the Bradley Chiefs Club, and established the |
| 13 | | Raymond L. Picl, Sr. Family Endowed Scholarship to be bestowed |
| 14 | | on a Bradley University student athlete; and |
| 15 | | WHEREAS, Ray Picl was a recipient of the Bradley Braves |
| 16 | | Great Teammate Award in 2023 for his dedication, commitment, |
| 17 | | and support, and he was the winner of the Greater Peoria Sports |
| 18 | | Hall of Fame Neve Harms Award for meritorious service in 1998; |
| 19 | | and |
| 20 | | WHEREAS, Ray Picl cherished spending time with his family, |
| 21 | | including taking fishing trips to Longville, Minnesota and |
| 22 | | serving as an announcer for his children's sporting events at |
| 23 | | Peoria Heights Grade School and Peoria Heights High School; |

| 2 | | WHEREAS, Ray Picl was preceded in death by his wife, |
| 3 | | Louise; his parents; his son, Raymond Picl Jr.; his |
| 4 | | daughter-in-law, Carol Picl; his son-in-law, Russ Peters; and |
| 5 | | his sister, Eva Stenger; and |
| 6 | | WHEREAS, Ray Picl is survived by his children, Susan |
| 7 | | (Jerry) DuBois, Sande Peters, and Rick (Melanie) Picl; seven |
| 8 | | grandchildren; two great-grandchildren; and his sister, Lois |
| 9 | | Toft; therefore, be it |
| 10 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL |
| 11 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
| 12 | | Raymond L. "Ray" Picl, the former Mayor of Peoria Heights, and |
| 13 | | extend our sincere condolences to his family, friends, and all |
| 14 | | who knew and loved him; and be it further |
| 15 | | RESOLVED, That a suitable copy of this resolution be |
| 16 | | presented to the family of Ray Picl as an expression of our |
| 17 | | deepest sympathy. |
