| 2 |  |     WHEREAS, The members of the Illinois Senate are saddened  | 
| 3 |  | to learn of the death of Arthur S. "Art" Oakford of Peoria, who  | 
| 4 |  | passed away on September 26, 2025; and   | 
| 5 |  |     WHEREAS, Art Oakford was an Eagle Scout at heart; his  | 
| 6 |  | values for all aspects of his life were based on the Boy Scout  | 
| 7 |  | laws: To be Trustworthy, Loyal, Helpful, Friendly, Courteous,  | 
| 8 |  | Kind, Obedient, Cheerful, Thrifty, Brave, Clean, and Reverent;  | 
| 9 |  | and   | 
| 10 |  |     WHEREAS, Art Oakford's values formed the foundation of his  | 
| 11 |  | family life and guided his parenting style, raising his  | 
| 12 |  | daughters with love and an expectation to give to others, and  | 
| 13 |  | for the grandchildren, "Gramp's Camps" created special  | 
| 14 |  | memories for all; and   | 
| 15 |  |     WHEREAS, Art Oakford repelled down a building in a  | 
| 16 |  | Superman shirt in 2017 at the age of 86 to help raise money for  | 
| 17 |  | one of his favorite organizations, the Peoria Friendship House  | 
| 18 |  | of Christian Service; he could often be found cycling the  | 
| 19 |  | streets of Peoria; and   | 
| 20 |  |     WHEREAS, Art Oakford was a devoted family man, a pillar in  | 
| 21 |  | the Peoria community, and a quiet philanthropist; and   |
