SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Bernard J. "Bernie" Goitein, Ph.D.,
4who passed away on August 2, 2025; and
 
5    WHEREAS, Dr. Goitein, the son of Dr. Lionel Goitein and
6Rachael Hahn Goitein-Galperin, in Queens, New York City, New
7York on July 7, 1950; he attended New York schools before
8moving with his family to Israel, where he graduated from
9Hebrew University High School; he received his bachelor's and
10master's degrees in psychology from Hebrew University; he
11returned to the United States in 1975; he received his Ph.D. in
12Psychology from the University of Michigan (U-M) in 1981;
13during his doctoral studies, he was an assistant study
14director at U-M's Survey Research Center under the Survey
15Research Institute (SRI), where he worked on national Quality
16of Employment Surveys; and
 
17    WHEREAS, Dr. Goitein taught business management at Bradley
18University, where he also served as director of the Center for
19Business and Economic Research; for many years, his
20often-quoted Consumer Confidence surveys reliably measured the
21health of central Illinois' economy with economic indicators
22that accurately predicted fluctuations in metro-Peoria's
23prosperity; during his career, he authored numerous

1publications and conducted research on social and
2organizational psychology; and
 
3    WHEREAS, Dr. Goitein was dedicated to his community,
4serving as president of the Uplands Residential Association,
5as a longtime member of the West Bluff Council, and on the
6Peoria Transportation Commission; he supported numerous
7projects that improved the appearance and stability of the
8Uplands and West Bluff, including the Uplands Boulevard
9Gardens and the Western Avenue Greenway; and
 
10    WHEREAS, Bernie was a beloved and devoted father,
11grandfather, and brother; he will be remembered for his kind
12and gentle nature; and
 
13    WHEREAS, Dr. Goitein is survived by his wife, Patricia
14(Ostler) Goitein; his children, Zachary Goitein, Daniel
15(Sarah) Goitein, and Annie (James) Prince; five grandchildren;
16and his siblings, Eli Goitein, Estelle Goitein Halevi, and
17Meriam Goitein Haringman; therefore, be it
 
18    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
19ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
20Bernard J. "Bernie" Goitein, Ph.D and extend our sincere
21condolences to his family, friends, and all who knew and loved
22him; and be it further
