| 1 | SENATE RESOLUTION | ||||||
| 2 |     WHEREAS, The members of the Illinois Senate are saddened  | ||||||
| 3 | to learn of the death of Doris M. Lomax of Chicago, who passed  | ||||||
| 4 | away on March 19, 2025; and | ||||||
| 5 |     WHEREAS, Doris M. Lomax was born in St. Louis, Missouri on  | ||||||
| 6 | June 26, 1934; after losing her parents at a young age, she was  | ||||||
| 7 | raised by her great-aunt, Lettie Miller, who she visited often  | ||||||
| 8 | even after moving to Chicago; she attended the School of the  | ||||||
| 9 | Art Institute of Chicago (SAIC), where she was one of only five  | ||||||
| 10 | Black students at the time; she received a dual degree in art  | ||||||
| 11 | education from SAIC and the University of Chicago, and she  | ||||||
| 12 | earned a Master of Social Work from the University of  | ||||||
| 13 | Illinois; and | ||||||
| 14 |     WHEREAS, Doris Lomax dedicated her life's work to serving  | ||||||
| 15 | the underserved of Chicago's South Side, beginning her  | ||||||
| 16 | professional career as a teacher and later working for the  | ||||||
| 17 | federal government; and | ||||||
| 18 |     WHEREAS, Doris Lomax and her dear friend, Dr. C. Vincent  | ||||||
| 19 | Bakeman, founded an organization in 1974 that would become her  | ||||||
| 20 | legacy, the Human Resources Development Institute (HRDI),  | ||||||
| 21 | where they served as co-executive directors until 2004;  | ||||||
| 22 | through their organization, they filled a void in the social  | ||||||

| 1 | services available on Chicago's South Side to African  | ||||||
| 2 | Americans who were struggling with mental illness and  | ||||||
| 3 | addiction; in order to raise funds for the organization, they  | ||||||
| 4 | spearheaded the annual fundraising gala, HRDI Seeds of Africa;  | ||||||
| 5 | they were invited to open an HRDI branch in Mississippi by  | ||||||
| 6 | Congressman Bennie G. Thompson due to their success in  | ||||||
| 7 | Chicago, and they assisted Dr. Knight and the late  | ||||||
| 8 | president/CEO of HRDI, Terra Thomas, in developing the  | ||||||
| 9 | Mississippi location into a three-year residential program  | ||||||
| 10 | that served women struggling with drug addiction; and | ||||||
| 11 |     WHEREAS, Doris Lomax was known as a prolific grant writer  | ||||||
| 12 | whose efforts contributed greatly to the growth of HRDI, and  | ||||||
| 13 | she bestowed her knowledge of grant writing techniques on  | ||||||
| 14 | staff; through HRDI, she also participated in many local and  | ||||||
| 15 | international conferences, and she especially enjoyed  | ||||||
| 16 | attending the Counseling and Treating People of Color  | ||||||
| 17 | Conference, an annual conference sponsored by HRDI; her  | ||||||
| 18 | organization and its mission continues to this day under the  | ||||||
| 19 | umbrella of Friend Health; and | ||||||
| 20 |     WHEREAS, Doris Lomax was actively involved in the  | ||||||
| 21 | Governor's Council on Maternal and Fetal Medicine, and she  | ||||||
| 22 | served on her condominium board; she also authored many  | ||||||
| 23 | articles on mental health issues impacting communities of  | ||||||
| 24 | color; and | ||||||

| 1 |     WHEREAS, Doris Lomax was a world traveler, a collector,  | ||||||
| 2 | and a creator of art; she loved relaxing at her cabin in  | ||||||
| 3 | Michigan, and she maintained a beloved tradition of hosting a  | ||||||
| 4 | Christmas holiday dinner for family and friends for decades;  | ||||||
| 5 | and | ||||||
| 6 |     WHEREAS, Doris Lomax will be remembered for her dedication  | ||||||
| 7 | in serving the underserved and for living her life with an open  | ||||||
| 8 | and welcoming heart; and | ||||||
| 9 |     WHEREAS, Doris Lomax was preceded in death by her husband  | ||||||
| 10 | of 27 years, Frank Juzang; and | ||||||
| 11 |     WHEREAS, Doris Lomax was the bonus mother of Deidre,  | ||||||
| 12 | Pamela, Steven, and Maurice; the bonus mother-in-law of Cliff  | ||||||
| 13 | and Rodney; the grandmother of four; the great-grandmother of  | ||||||
| 14 | six; the aunt of Debbie; and the friend of Dr. Paul Carryon,  | ||||||
| 15 | Dr. Ollie M. Knight, and many others; therefore, be it | ||||||
| 16 |     RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL  | ||||||
| 17 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of  | ||||||
| 18 | Doris M. Lomax and extend our sincere condolences to her  | ||||||
| 19 | family, friends, and all who knew and loved her; and be it  | ||||||
| 20 | further | ||||||
