| 2 | | WHEREAS, Children and youth learn best when they are |
| 3 | | healthy, supported, and receive an education that enables them |
| 4 | | to thrive academically, socially, and emotionally; and |
| 5 | | WHEREAS, Schools can more effectively ensure that all |
| 6 | | students are able to learn when they meet the needs of the |
| 7 | | whole child and provide integrated, multitiered supports; and |
| 8 | | WHEREAS, Children's mental health is directly linked to |
| 9 | | their learning and development and benefits when the learning |
| 10 | | environment provides an optimal context to promote good mental |
| 11 | | health through connectedness within the school and community; |
| 12 | | and |
| 13 | | WHEREAS, Sound psychological principles are integral to |
| 14 | | instruction and learning, school safety, social and emotional |
| 15 | | development, prevention, early intervention, and support of |
| 16 | | culturally diverse student populations; and |
| 17 | | WHEREAS, School psychology has more than 60 years of well |
| 18 | | established, widely recognized, and highly effective practice |
| 19 | | and standards that are clearly articulated in the National |
| 20 | | Association of School Psychologists' Model for Comprehensive |
| 21 | | and Integrated School Psychological Services; and |
