| 2 |  |     WHEREAS, The members of the Illinois Senate wish to  | 
| 3 |  | congratulate James of O'Shea on the occasion of his retirement  | 
| 4 |  | as Police Chief of the River Forest Police Department (RFPD);  | 
| 5 |  | and   | 
| 6 |  |     WHEREAS, Chief O'Shea, an Oak Park native, graduated from  | 
| 7 |  | Fenwick High School in 1986; he earned his Bachelor of Science  | 
| 8 |  | in Sociology and Psychology from Illinois State University and  | 
| 9 |  | his Master of Science in Public Safety Administration; he is  | 
| 10 |  | also a graduate of the Supervision of Police Personnel, the  | 
| 11 |  | School of Police Staff & Command, and the Executive Management  | 
| 12 |  | programs at the Northwestern University Center for Public  | 
| 13 |  | Safety (NUCPS); and   | 
| 14 |  |     WHEREAS, Chief O'Shea began his law enforcement career  | 
| 15 |  | with the Clerk of the Circuit Court of Cook County in 1991; he  | 
| 16 |  | joined the RFPD as a patrol officer in 1995, where he proceeded  | 
| 17 |  | to serve as a detective, detective unit supervisor, patrol  | 
| 18 |  | sergeant, patrol division commander, and deputy chief before  | 
| 19 |  | being appointed police chief in January 2018, becoming only  | 
| 20 |  | the second RFPD officer to be internally chosen as police  | 
| 21 |  | chief in the last four decades; and   | 
| 22 |  |     WHEREAS, Chief O'Shea has been credited with implementing  | 
     |

| 1 |  | the core pillars of modern policing initiatives into the RFPD  | 
| 2 |  | in addition to the first Officer Peer Support Program, the  | 
| 3 |  | Officer Wellness Room, and the village's quarterly Community  | 
| 4 |  | Safety Meetings to ensure that the RFPD remains connected to  | 
| 5 |  | the community it serves; he has also introduced systems and  | 
| 6 |  | other modern tools in order for officers to avoid depending on  | 
| 7 |  | using lethal force or hands-on tactics when dealing with  | 
| 8 |  | violent or aggressive offenders, and he has overseen vital  | 
| 9 |  | police station improvements and the department's utilization  | 
| 10 |  | of the latest police technology, including license plate  | 
| 11 |  | readers, a village-wide street camera system, body worn  | 
| 12 |  | cameras, updated in-car mobile cameras, and a variety of chase  | 
| 13 |  | mitigation technologies; and   | 
| 14 |  |     WHEREAS, Chief O'Shea, over the course of his tenure, has  | 
| 15 |  | played a major role in assisting River Forest as the village  | 
| 16 |  | and its residents navigated through the global COVID-19  | 
| 17 |  | pandemic, civil unrest, national police reform, and  | 
| 18 |  | industry-wide staffing shortages; to counter the latter, he  | 
| 19 |  | increased training and professional development for officers,  | 
| 20 |  | improved recruitment and retention efforts, and initiated the  | 
| 21 |  | first Lateral Hiring Program, mentoring the RFPD staff to  | 
| 22 |  | promote internal advancement and succession; and   | 
| 23 |  |     WHEREAS, Chief O'Shea, through his dedicated efforts, has  | 
| 24 |  | developed a team of talented police officers and staff who  |

| 1 |  | have served the residents of River Forest with honor, respect,  | 
| 2 |  | compassion, and commitment, all while collaborating diligently  | 
| 3 |  | with the River Forest Village Board, community leaders and  | 
| 4 |  | advocates, and stakeholders; and   | 
| 5 |  |     WHEREAS, Chief O'Shea has further served his community by  | 
| 6 |  | giving his time and skills to various organizations, and he  | 
| 7 |  | currently serves as executive chair of the West Suburban  | 
| 8 |  | Directed Gang Task Force and on the Triton College Law  | 
| 9 |  | Enforcement Advisory Committee; he formerly served as an  | 
| 10 |  | appointed member of the Village of Westchester Board of Fire  | 
| 11 |  | and Police Commission, as an elected member of the River  | 
| 12 |  | Forest Police Pension Fund, and on the executive boards of the  | 
| 13 |  | West Suburban Juvenile Officers Association, the West Suburban  | 
| 14 |  | Detectives Association, and the Fraternal Order of Police  | 
| 15 |  | Lodge 46; and   | 
| 16 |  |     WHEREAS, Chief O'Shea has received a number of accolades  | 
| 17 |  | during his 34-year law enforcement career, including the  | 
| 18 |  | Illinois Bar Association's Law Enforcement Award, the Thrive  | 
| 19 |  | Counseling Center's Partners in Service Award, and the NUCPS  | 
| 20 |  | Executive Leadership Award; and   | 
| 21 |  |     WHEREAS, Chief O'Shea will officially retire from the RFPD  | 
| 22 |  | on April 30, 2025; therefore, be it   |

| 1 |  |     RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL  | 
| 2 |  | ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate James  | 
| 3 |  | O'Shea on his retirement as Police Chief of the River Forest  | 
| 4 |  | Police Department (RFPD), and we thank him for his 30 years of  | 
| 5 |  | service and dedication to the Village of River Forest; and be  | 
| 6 |  | it further   | 
| 7 |  |     RESOLVED, That a suitable copy of this resolution be  | 
| 8 |  | presented to Chief O'Shea as an expression of our esteem and  |
