SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate wish to
3congratulate James of O'Shea on the occasion of his retirement
4as Police Chief of the River Forest Police Department (RFPD);
5and
 
6    WHEREAS, Chief O'Shea, an Oak Park native, graduated from
7Fenwick High School in 1986; he earned his Bachelor of Science
8in Sociology and Psychology from Illinois State University and
9his Master of Science in Public Safety Administration; he is
10also a graduate of the Supervision of Police Personnel, the
11School of Police Staff & Command, and the Executive Management
12programs at the Northwestern University Center for Public
13Safety (NUCPS); and
 
14    WHEREAS, Chief O'Shea began his law enforcement career
15with the Clerk of the Circuit Court of Cook County in 1991; he
16joined the RFPD as a patrol officer in 1995, where he proceeded
17to serve as a detective, detective unit supervisor, patrol
18sergeant, patrol division commander, and deputy chief before
19being appointed police chief in January 2018, becoming only
20the second RFPD officer to be internally chosen as police
21chief in the last four decades; and
 
22    WHEREAS, Chief O'Shea has been credited with implementing

1the core pillars of modern policing initiatives into the RFPD
2in addition to the first Officer Peer Support Program, the
3Officer Wellness Room, and the village's quarterly Community
4Safety Meetings to ensure that the RFPD remains connected to
5the community it serves; he has also introduced systems and
6other modern tools in order for officers to avoid depending on
7using lethal force or hands-on tactics when dealing with
8violent or aggressive offenders, and he has overseen vital
9police station improvements and the department's utilization
10of the latest police technology, including license plate
11readers, a village-wide street camera system, body worn
12cameras, updated in-car mobile cameras, and a variety of chase
13mitigation technologies; and
 
14    WHEREAS, Chief O'Shea, over the course of his tenure, has
15played a major role in assisting River Forest as the village
16and its residents navigated through the global COVID-19
17pandemic, civil unrest, national police reform, and
18industry-wide staffing shortages; to counter the latter, he
19increased training and professional development for officers,
20improved recruitment and retention efforts, and initiated the
21first Lateral Hiring Program, mentoring the RFPD staff to
22promote internal advancement and succession; and
 
23    WHEREAS, Chief O'Shea, through his dedicated efforts, has
24developed a team of talented police officers and staff who

1have served the residents of River Forest with honor, respect,
2compassion, and commitment, all while collaborating diligently
3with the River Forest Village Board, community leaders and
4advocates, and stakeholders; and
 
5    WHEREAS, Chief O'Shea has further served his community by
6giving his time and skills to various organizations, and he
7currently serves as executive chair of the West Suburban
8Directed Gang Task Force and on the Triton College Law
9Enforcement Advisory Committee; he formerly served as an
10appointed member of the Village of Westchester Board of Fire
11and Police Commission, as an elected member of the River
12Forest Police Pension Fund, and on the executive boards of the
13West Suburban Juvenile Officers Association, the West Suburban
14Detectives Association, and the Fraternal Order of Police
15Lodge 46; and
 
16    WHEREAS, Chief O'Shea has received a number of accolades
17during his 34-year law enforcement career, including the
18Illinois Bar Association's Law Enforcement Award, the Thrive
19Counseling Center's Partners in Service Award, and the NUCPS
20Executive Leadership Award; and
 
21    WHEREAS, Chief O'Shea will officially retire from the RFPD
22on April 30, 2025; therefore, be it

1    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
2ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate James
3O'Shea on his retirement as Police Chief of the River Forest
4Police Department (RFPD), and we thank him for his 30 years of
5service and dedication to the Village of River Forest; and be
6it further
 
7    RESOLVED, That a suitable copy of this resolution be
8presented to Chief O'Shea as an expression of our esteem and
9respect.
