| 2 |  |     WHEREAS, The members of the Illinois Senate wish to  | 
| 3 |  | congratulate Rebecca L. Hooks on becoming the first woman to  | 
| 4 |  | reach the rank of first deputy director with the Illinois  | 
| 5 |  | State Police (ISP) since the agency's inception in 1922; and   | 
| 6 |  |     WHEREAS, First Deputy Director Hooks, who was promoted to  | 
| 7 |  | the rank of first deputy director on December 1, 2023, has a  | 
| 8 |  | 23-year tenure with ISP and presently works at the agency's  | 
| 9 |  | headquarters in downtown Springfield, serving as second in  | 
| 10 |  | command of the ISP; and   | 
| 11 |  |     WHEREAS, First Deputy Director Hooks earned her Bachelor  | 
| 12 |  | of Science degree at Eastern Illinois University, majoring in  | 
| 13 |  | zoology and minoring in chemistry; she joined ISP as a member  | 
| 14 |  | of ISP Cadet Class #105 on February 24, 2002; and   | 
| 15 |  |     WHEREAS, First Deputy Director Hooks began her law  | 
| 16 |  | enforcement career as a trooper assigned to ISP District 15  | 
| 17 |  | under the Division of Operations on August 23, 2002; she  | 
| 18 |  | proceeded to serve under the Division of Forensic Services,  | 
| 19 |  | where she was assigned to Crime Scene Services (CSS)  | 
| 20 |  | Litchfield on March 1, 2006 and CSS Sterling on April 16, 2011;  | 
| 21 |  | she was then promoted to sergeant of CSS Rockford on April 27,  | 
| 22 |  | 2011; and   |

| 1 |  |     WHEREAS, First Deputy Director Hooks continued to serve  | 
| 2 |  | under ISP's Division of Forensic Services, being promoted to  | 
| 3 |  | master sergeant as a quality assurance administrator on  | 
| 4 |  | September 16, 2015, to lieutenant assigned to CSS Northern  | 
| 5 |  | Command on September 1, 2018, to captain as a crime scene  | 
| 6 |  | commander on August 16, 2020, and to lieutenant colonel of the  | 
| 7 |  | Division of Forensic Services on November 1, 2021; and   | 
| 8 |  |     WHEREAS, First Deputy Director Hooks was assigned to Chief  | 
| 9 |  | of Staff to the Office of the Director of the ISP on August 1,  | 
| 10 |  | 2022, and she was subsequently promoted to her current  | 
| 11 |  | position, first deputy director, on December 1, 2023; and   | 
| 12 |  |     WHEREAS, First Deputy Director Hooks is a certified  | 
| 13 |  | bloodstain pattern analyst and crime scene investigator  | 
| 14 |  | through the International Association for Identification; she  | 
| 15 |  | has taught bloodstain pattern analysis courses to law  | 
| 16 |  | enforcement agencies and departments across Illinois and the  | 
| 17 |  | United States, and through ISP's partnership with the U.S.  | 
| 18 |  | Department of State, she has also taught police  | 
| 19 |  | internationally in Tbilisi and Batumi in the country of  | 
| 20 |  | Georgia; and   | 
| 21 |  |     WHEREAS, During her career with ISP, First Deputy Director  | 
| 22 |  | Hooks has been awarded two Department Unit Citations, a  |

| 1 |  | Certificate of Recognition for work associated with the  | 
| 2 |  | Commission on Accreditation for Law Enforcement Agencies, and  | 
| 3 |  | the Violent Crime Expressway Ribbon; and   | 
| 4 |  |     WHEREAS, First Deputy Director Hooks, outside of work, is  | 
| 5 |  | an avid runner and has participated in numerous marathons,  | 
| 6 |  | including the Chicago Marathon; therefore, be it   | 
| 7 |  |     RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL  | 
| 8 |  | ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate  | 
| 9 |  | Rebecca L. Hooks on becoming the first woman to reach the rank  | 
| 10 |  | of First Deputy Director with the Illinois State Police; and  | 
| 11 |  | be it further   | 
| 12 |  |     RESOLVED, That we commend First Deputy Director Hooks on  | 
| 13 |  | being a role model for women who want to pursue a career in law  | 
| 14 |  | enforcement; and be it further   | 
| 15 |  |     RESOLVED, That a suitable copy of this resolution be  | 
| 16 |  | presented to First Deputy Director Hooks as an expression of  | 
| 17 |  | our esteem and respect and to the Illinois State Police  | 
| 18 |  | Academy to further inspire and encourage female cadets who are  | 
| 19 |  | pursuing a career in law enforcement. |
