SENATE RESOLUTION

WHEREAS, The President of the United States and the United States Congress have a responsibility to be transparent when making decisions in regard to funding federal programs; and

WHEREAS, The President of the United States should not be impounding funds without providing complete transparency and ample notice; and

WHEREAS, Congress should not be reducing vital program funding for our neediest communities; and

WHEREAS, The Supplemental Nutrition Assistance Program (SNAP), Medicaid, housing assistance, and other federally funded programs are essential to supporting low-income individuals and families in Illinois and across the United States; and

WHEREAS, The President of the United States has a duty to ensure that federal funding intended for the neediest communities is allocated and distributed as directed by Congress; and

WHEREAS, The Impoundment Control Act of 1974 restricts the executive branch from unilaterally withholding or delaying congressionally appropriated funds without legislative approval; and

WHEREAS, Any action to cut, impound, or reduce federal funding for essential services could disproportionately harm vulnerable populations, including seniors, children, individuals with disabilities, and low-income families; and

WHEREAS, The economic stability and well-being of the neediest communities depend on the timely and full disbursement of federal funds for programs addressing food security, healthcare, housing, and education; and

WHEREAS, Reducing or delaying these funds could result in increased poverty, food insecurity, homelessness, and worsening health outcomes for millions of Americans, including residents of Illinois; and

WHEREAS, Ensuring the full distribution of these funds aligns with the principles of equity, justice, and economic opportunity for all citizens; and

WHEREAS, Congress has the constitutional power of the purse, and the executive branch must uphold its duty to implement spending as enacted by the legislative branch; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the President of the United States and Congress to ensure they will not cut, impound, or reduce funding for the neediest communities in Illinois and across the United States and to fully comply with the congressional intent behind federally appropriated funds; and be it further

RESOLVED, That suitable copies of this resolution be delivered to the President of the United States, the U.S. Senate Majority Leader, the U.S. Senate Minority Leader, the U.S. Speaker of the House, the U.S. House of Representatives Minority Leader, and all members of the Illinois Congressional Delegation.
