| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are saddened to learn of the death of Kathleen |
| 4 | | Taylor Talbert, who passed away on April 24, 2026; and |
| 5 | | WHEREAS, Kathleen Talbert was born in Ashland, Kentucky on |
| 6 | | April 12, 1930; she graduated from Booker T. Washington High |
| 7 | | School and attended her first year of college on a music |
| 8 | | scholarship at Kentucky State College in 1947, where she |
| 9 | | majored in performance and classical piano; she earned a |
| 10 | | Bachelor of Arts in English from Maryland State College, where |
| 11 | | she reigned as Miss Maryland State; and |
| 12 | | WHEREAS, Kathleen Talbert served as a devoted elementary |
| 13 | | school teacher with the Newark Board of Education for more |
| 14 | | than 40 years and spent most of her life in East Orange, New |
| 15 | | Jersey; and |
| 16 | | WHEREAS, Kathleen Talbert was deeply rooted in her faith |
| 17 | | and served as a Deaconess at Mount Olive Baptist Church in East |
| 18 | | Orange, New Jersey, where she also contributed as a Sunday |
| 19 | | School teacher and Sunday School Superintendent over the |
| 20 | | years; and |
| 21 | | WHEREAS, Kathleen Talbert's commitment to service was |

| 1 | | extensive; she was a member of Alpha Kappa Alpha Sorority, |
| 2 | | Inc. and the Michigan 450 Group; while in East Orange, New |
| 3 | | Jersey, she volunteered with the Newark Literacy Program, |
| 4 | | teaching and mentoring adults who dropped out of school, |
| 5 | | served on the Board of Trustees for Isaiah House, an |
| 6 | | organization that secures housing for homeless teens, and was |
| 7 | | a member of the Board of Trustees for the Grove Street Senior |
| 8 | | Citizens Housing Corporation, securing affordable housing for |
| 9 | | grandparents who had custody of their grandchildren; and |
| 10 | | WHEREAS, Kathleen Talbert lived a life dedicated to |
| 11 | | education, faith, and community service; and |
| 12 | | WHEREAS, Kathleen Talbert was preceded in death by her |
| 13 | | husband, Solomon A. Talbert Sr., and her daughter, Crystal |
| 14 | | Lurlene Talbert; and |
| 15 | | WHEREAS, Kathleen Talbert is survived by her sons, Solomon |
| 16 | | A. Talbert Jr., Charles H. Talbert, and Michael H. Talbert; |
| 17 | | two grandsons; and three great-grandchildren; therefore, be it |
| 18 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 19 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 20 | | we mourn the passing of Kathleen Taylor Talbert and extend our |
| 21 | | sincere condolences to her family, friends, and all who knew |
| 22 | | and loved her; and be it further |
