HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Kathleen
4Taylor Talbert, who passed away on April 24, 2026; and
 
5    WHEREAS, Kathleen Talbert was born in Ashland, Kentucky on
6April 12, 1930; she graduated from Booker T. Washington High
7School and attended her first year of college on a music
8scholarship at Kentucky State College in 1947, where she
9majored in performance and classical piano; she earned a
10Bachelor of Arts in English from Maryland State College, where
11she reigned as Miss Maryland State; and
 
12    WHEREAS, Kathleen Talbert served as a devoted elementary
13school teacher with the Newark Board of Education for more
14than 40 years and spent most of her life in East Orange, New
15Jersey; and
 
16    WHEREAS, Kathleen Talbert was deeply rooted in her faith
17and served as a Deaconess at Mount Olive Baptist Church in East
18Orange, New Jersey, where she also contributed as a Sunday
19School teacher and Sunday School Superintendent over the
20years; and
 
21    WHEREAS, Kathleen Talbert's commitment to service was

1extensive; she was a member of Alpha Kappa Alpha Sorority,
2Inc. and the Michigan 450 Group; while in East Orange, New
3Jersey, she volunteered with the Newark Literacy Program,
4teaching and mentoring adults who dropped out of school,
5served on the Board of Trustees for Isaiah House, an
6organization that secures housing for homeless teens, and was
7a member of the Board of Trustees for the Grove Street Senior
8Citizens Housing Corporation, securing affordable housing for
9grandparents who had custody of their grandchildren; and
 
10    WHEREAS, Kathleen Talbert lived a life dedicated to
11education, faith, and community service; and
 
12    WHEREAS, Kathleen Talbert was preceded in death by her
13husband, Solomon A. Talbert Sr., and her daughter, Crystal
14Lurlene Talbert; and
 
15    WHEREAS, Kathleen Talbert is survived by her sons, Solomon
16A. Talbert Jr., Charles H. Talbert, and Michael H. Talbert;
17two grandsons; and three great-grandchildren; therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
19HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20we mourn the passing of Kathleen Taylor Talbert and extend our
21sincere condolences to her family, friends, and all who knew
22and loved her; and be it further
