| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to commend Robert Hugh Farley for more | ||||||
| 4 | than five decades of exceptional public service dedicated to | ||||||
| 5 | protecting children from abuse and sexual exploitation | ||||||
| 6 | throughout the State of Illinois; and | ||||||
| 7 | WHEREAS, Robert Hugh Farley began his distinguished law | ||||||
| 8 | enforcement career with the Cook County Sheriff's Police | ||||||
| 9 | Department in 1988, serving for more than 30 years and rising | ||||||
| 10 | to the rank of detective, where he investigated all forms of | ||||||
| 11 | child abuse, including child sexual abuse and child homicide; | ||||||
| 12 | and | ||||||
| 13 | WHEREAS, Robert Hugh Farley founded the Child Exploitation | ||||||
| 14 | Unit under the Cook County Sheriff's Police Department in | ||||||
| 15 | 1997, establishing one of the first full-time law enforcement | ||||||
| 16 | units in the world dedicated exclusively to combating the | ||||||
| 17 | online solicitation and sexual exploitation of children; and | ||||||
| 18 | WHEREAS, Under Robert Hugh Farley's leadership, the Child | ||||||
| 19 | Exploitation Unit achieved extraordinary success, securing | ||||||
| 20 | numerous arrests and convictions of child predators, earning | ||||||
| 21 | national and international recognition, and serving as a model | ||||||
| 22 | for similar units across the globe; and | ||||||

| 1 | WHEREAS, Following his retirement from law enforcement, | ||||||
| 2 | Robert Hugh Farley served as an international child | ||||||
| 3 | exploitation consultant for INTERPOL, conducting investigative | ||||||
| 4 | training seminars at its headquarters in Lyon, France, as well | ||||||
| 5 | as at New Scotland Yard's High Tech Crime Law Enforcement | ||||||
| 6 | Training Centre in England; in addition, he has trained law | ||||||
| 7 | enforcement professionals in more than 20 countries worldwide; | ||||||
| 8 | and | ||||||
| 9 | WHEREAS, As an internationally recognized expert in child | ||||||
| 10 | abuse investigations, Robert Hugh Farley has co-authored books | ||||||
| 11 | and professional publications and provided technical | ||||||
| 12 | assistance and consulting services to the United States | ||||||
| 13 | Department of Justice, the Federal Bureau of Investigation, | ||||||
| 14 | and the National Center for Missing and Exploited Children; | ||||||
| 15 | and | ||||||
| 16 | WHEREAS, Through his innovative training curriculum, | ||||||
| 17 | Robert Hugh Farley has influenced investigative practices | ||||||
| 18 | adopted by thousands of law enforcement agencies, child | ||||||
| 19 | protection organizations, advocacy centers, and prosecutors | ||||||
| 20 | worldwide; and | ||||||
| 21 | WHEREAS, Robert Hugh Farley has been a proud resident of | ||||||
| 22 | the Village of Deerfield and Lake County for 26 years, and he | ||||||

| 1 | is supported by his loving wife, Donna, their children, | ||||||
| 2 | Jennifer, Melissa, and Jordan, their children's spouses, and | ||||||
| 3 | their grandsons, Bradley and Taylor; and | ||||||
| 4 | WHEREAS, After a lifetime of extraordinary dedication and | ||||||
| 5 | service, Robert Hugh Farley will officially retire on October | ||||||
| 6 | 18, 2026; therefore, be it | ||||||
| 7 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 8 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 9 | we commend Robert Hugh Farley for his unwavering commitment to | ||||||
| 10 | protecting children, his extraordinary contributions to law | ||||||
| 11 | enforcement in Illinois and around the world, and for the | ||||||
| 12 | enduring legacy he leaves through the countless professionals | ||||||
| 13 | he has trained and the many lives he has helped safeguard; and | ||||||
| 14 | be it further | ||||||
| 15 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 16 | presented to Robert Hugh Farley as a symbol of our esteem and | ||||||
| 17 | respect. | ||||||
