HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to commend Robert Hugh Farley for more
4than five decades of exceptional public service dedicated to
5protecting children from abuse and sexual exploitation
6throughout the State of Illinois; and
 
7    WHEREAS, Robert Hugh Farley began his distinguished law
8enforcement career with the Cook County Sheriff's Police
9Department in 1988, serving for more than 30 years and rising
10to the rank of detective, where he investigated all forms of
11child abuse, including child sexual abuse and child homicide;
12and
 
13    WHEREAS, Robert Hugh Farley founded the Child Exploitation
14Unit under the Cook County Sheriff's Police Department in
151997, establishing one of the first full-time law enforcement
16units in the world dedicated exclusively to combating the
17online solicitation and sexual exploitation of children; and
 
18    WHEREAS, Under Robert Hugh Farley's leadership, the Child
19Exploitation Unit achieved extraordinary success, securing
20numerous arrests and convictions of child predators, earning
21national and international recognition, and serving as a model
22for similar units across the globe; and

1    WHEREAS, Following his retirement from law enforcement,
2Robert Hugh Farley served as an international child
3exploitation consultant for INTERPOL, conducting investigative
4training seminars at its headquarters in Lyon, France, as well
5as at New Scotland Yard's High Tech Crime Law Enforcement
6Training Centre in England; in addition, he has trained law
7enforcement professionals in more than 20 countries worldwide;
8and
 
9    WHEREAS, As an internationally recognized expert in child
10abuse investigations, Robert Hugh Farley has co-authored books
11and professional publications and provided technical
12assistance and consulting services to the United States
13Department of Justice, the Federal Bureau of Investigation,
14and the National Center for Missing and Exploited Children;
15and
 
16    WHEREAS, Through his innovative training curriculum,
17Robert Hugh Farley has influenced investigative practices
18adopted by thousands of law enforcement agencies, child
19protection organizations, advocacy centers, and prosecutors
20worldwide; and
 
21    WHEREAS, Robert Hugh Farley has been a proud resident of
22the Village of Deerfield and Lake County for 26 years, and he

1is supported by his loving wife, Donna, their children,
2Jennifer, Melissa, and Jordan, their children's spouses, and
3their grandsons, Bradley and Taylor; and
 
4    WHEREAS, After a lifetime of extraordinary dedication and
5service, Robert Hugh Farley will officially retire on October
618, 2026; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we commend Robert Hugh Farley for his unwavering commitment to
10protecting children, his extraordinary contributions to law
11enforcement in Illinois and around the world, and for the
12enduring legacy he leaves through the countless professionals
13he has trained and the many lives he has helped safeguard; and
14be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to Robert Hugh Farley as a symbol of our esteem and
17respect.
