HOUSE RESOLUTION

WHEREAS, Domestic violence is a pervasive and devastating crisis that impacts individuals across all demographics, but its intersection with systemic racism and misogyny creates unique, disproportionate, and heightened dangers for Black women; and

WHEREAS, Black women face significantly higher rates of domestic abuse, psychological aggression, and intimate partner violence that are often compounded by historical inequities, societal neglect, and a lack of culturally competent support systems; and

WHEREAS, The safety and well-being of Black women are continuously undermined by a continuous spectrum of harm, ranging from pervasive microaggressions and daily interpersonal aggressions to overt physical and fatal violence; and

WHEREAS, Black women who achieve high levels of education and professional success are not immune to these harms, and they are frequently targeted with distinct forms of aggression, resentment, and hostile actions aimed at undermining their achievements, autonomy, and security; and

WHEREAS, Economic independence is one of the most critical avenues for individuals to escape abusive domestic situations, yet Black women face persistent discrimination, systemic barriers, and professional attacks within business and employment sectors that jeopardize their financial stability and safety; and

WHEREAS, Eradicating the scourge of domestic violence requires proactive, systemic intervention at every level of society, particularly within educational institutions where foundational attitudes regarding relationships, respect, and equality are formed; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we unequivocally condemn all forms of microaggressions, interpersonal aggressions, and physical violence that contribute to domestic violence perpetrated against Black women in the State of Illinois.
