HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Charles
4Homer "Charlie" Bair III, who passed away on April 26, 2026;
5and
 
6    WHEREAS, Charlie Bair was born on September 2, 1942; he
7earned his Bachelor of Business Administration from the
8University of Cincinnati and his Master of Business
9Administration from Xavier; and
 
10    WHEREAS, Charlie Bair served as president and CEO of
11hospitals across Ohio, turning insolvencies into surpluses,
12merging struggling community hospitals into what became one of
13the most comprehensive rural health systems in the country,
14and developing programs in psychiatric care, rehabilitation,
15and chronic illness that served people who had almost nowhere
16else to turn; additionally, he founded one of the only
17successful hospital-owned health insurance companies in the
18United States, and his contributions were recognized with a
19special commendation from the Joint Commission on
20Accreditation of Healthcare Organizations Board of Governors;
21and
 
22    WHEREAS, Charlie Bair moved to Carthage after nearly four

1decades in medical administration and taught ethics at Carl
2Sandburg College; he also worked as a community and economic
3development educator through the University of Illinois
4Extension and served as executive director of the Western
5Illinois Economic Development; he opened Lilly's Frozen Yogurt &
6 Fudge in downtown Carthage as a way to create a space of
7community and joy, and the project blossomed; and
 
8    WHEREAS, Charlie Bair was a curious man, genuinely
9interested in people and ideas; he was a great but wandering
10storyteller and delighted in new projects and new ideas; he
11made every community that he was a part of better; he will be
12especially remembered for his humor, his kindness, and his
13ability to meet people exactly where they were; and
 
14    WHEREAS, Charlie Bair is survived by his wife, Ada Bair;
15his sister, Barbara Heighton, and her husband, Dr. Doug
16Heighton, and his children and their families, Ben Bair, his
17wife, Evelyn, and their children, Ellie and Portia, Jon Rowe,
18his wife, Ina, and their children, Samantha, Jonathan, and
19McKenzie, Alisha Zimmerman, and her husband, Jayson Edge, and
20their children, Michael, Marcus, and Marisa, and Andrea
21Zimmerman, and her husband, Alan Van Wyk; and his
22great-grandchildren, Michael and Brittany; therefore, be it
 
23    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

1HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2we mourn the passing of Charles Homer "Charlie" Bair III and
3extend our sincere condolences to his family, friends, and all
4who knew and loved him; and be it further
 
5    RESOLVED, That a suitable copy of this resolution be
6presented to the family of Charlie Bair as a symbol of deepest
7sympathy.
