HOUSE RESOLUTION

 
2    WHEREAS, The property tax system has produced systemic
3inequities that disproportionately burden communities through
4regressive assessment practices, thereby imposing higher
5effective tax rates on those with the least wealth; and
 
6    WHEREAS, These inequities contribute to a documented
7"financial death spiral", characterized by rising tax burdens,
8forced out-migration, declining property values, and the
9erosion of community wealth and stability; and
 
10    WHEREAS, Exploitative tax sale practices, including
11provisions that allow private investors to extract profits
12from delinquent taxes while shifting risk back to the public,
13drain resources from schools and local governments while
14destabilizing vulnerable communities; and
 
15    WHEREAS, The reliance on local property taxes as the
16primary funding source for public education perpetuates
17structural inequality, effectively tying the quality of a
18child's education to neighborhood wealth rather than
19guaranteeing equal protection under the law; and
 
20    WHEREAS, This system undermines the ability of families to
21build and preserve generational wealth through homeownership,

1contributing to persistent racial wealth gaps; therefore, be
2it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we urge the Illinois Department of Revenue, in consultation
6with the Governor's Office of Management and Budget, to
7conduct a study to determine the feasibility of phasing out
8the use of property taxes as a funding source for school
9districts and replacing that revenue with other State and
10local revenue streams; and be it further
 
11    RESOLVED, That suitable copies of this resolution be
12delivered to the Director of the Illinois Department of
13Revenue and the Governor's Office of Management and Budget.
