| 1 | | HOUSE RESOLUTION |
| 2 | | WHEREAS, Providers of private day care homes offer an |
| 3 | | invaluable service to parents who need to find daily care for |
| 4 | | their children and seek to do so in a small and affordable |
| 5 | | setting; and |
| 6 | | WHEREAS, Licensure and regulations can be a burden on |
| 7 | | small day care providers who make a sincere effort to meet the |
| 8 | | requirements while running a viable business; and |
| 9 | | WHEREAS, Parents often struggle to afford child care |
| 10 | | across the nation, and Illinois ranks as one of the most |
| 11 | | expensive states for child care per the Economic Policy |
| 12 | | Institute; and |
| 13 | | WHEREAS, It is incumbent upon the General Assembly to find |
| 14 | | ways to lower the cost of child care in this State to ensure |
| 15 | | that parents have access to affordable child care; and |
| 16 | | WHEREAS, Illinois and other states across the country have |
| 17 | | been plagued by an insurance liability crisis causing many |
| 18 | | child care providers to shut their doors; and |
| 19 | | WHEREAS, Illinois cannot afford to lose more child care |
| 20 | | providers due to overly burdensome regulations; and |

| 1 | | WHEREAS, The responsibility for the licensure of day care |
| 2 | | homes in the State of Illinois is in the process of moving from |
| 3 | | the purview of the Illinois Department of Children and Family |
| 4 | | Services to the newly created Illinois Department of Early |
| 5 | | Childhood; and |
| 6 | | WHEREAS, The licensure and regulation of day cares remains |
| 7 | | an important responsibility of this State to protect the |
| 8 | | well-being of our children; therefore, be it |
| 9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 10 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 11 | | we urge the Illinois Department of Early Childhood (IDEC) to |
| 12 | | study ways to reduce licensure and regulation burdens on day |
| 13 | | care homes in Illinois; and be it further |
| 14 | | RESOLVED, That we urge the IDEC to specifically study: |
| 15 | | (1) Ways to combine the multiple required trainings |
| 16 | | and certifications, such as fire safety, radon, and lead |
| 17 | | testing and absorbing the permit requirement as part of |
| 18 | | the license, into a single training or certification that |
| 19 | | can be conducted by a properly trained IDEC employee in |
| 20 | | fewer visits rather than by employees of outside agencies |
| 21 | | and businesses; and |
| 22 | | (2) How to ensure that the detailed requirements on |

| 1 | | nutrition, activities, and toys are not used to penalize |
| 2 | | or deny license renewals based on technical violations |
| 3 | | when the day care provider is in substantial and good |
| 4 | | faith compliance with the requirements; and be it further |
| 5 | | RESOLVED, That we urge the IDEC to issue a report with |
| 6 | | their findings on these items to the General Assembly by |
| 7 | | December 31, 2027; and be it further |
| 8 | | RESOLVED, That a suitable copy of this resolution be |
| 9 | | delivered to the Illinois Department of Early Childhood. |
