HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Dr. Charlotte Warren on
4her retirement from Lincoln Land Community College; and
 
5    WHEREAS, Dr. Warren has served as the president of Lincoln
6Land Community College since 2006, becoming the
7longest-serving community college president in Illinois
8history, in addition to also breaking new ground as the
9school's first female president; and
 
10    WHEREAS, Dr. Warren's visionary leadership of Lincoln Land
11Community College has expanded not only the realm of academic
12partnerships for the school through expanded nursing,
13agricultural, workforce training, and professional skill
14enhancement programs but also the physical space as well; and
 
15    WHEREAS, Dr. Warren oversaw the transformative
16construction of five new facilities and the renovation of nine
17buildings across Lincoln Land's 15 county districts; and
 
18    WHEREAS, Dr. Warren's direction helped Lincoln Land
19Community College see sustained multi-year enrollment growth,
20achieving a nearly 26% increase in opening headcount from the
21fall of 2021 to the fall of 2025, while maintaining a

1student-centered approach that fostered faculty, staff, and
2community collaboration in support of positive student
3outcomes; and
 
4    WHEREAS, Dr. Warren deepened community engagement by
5routinely meeting with business, legislative, and civic
6leaders and partners to better align the college's programs
7with regional workforce needs, while also strengthening care
8and consideration for learners of all ages; and
 
9    WHEREAS, Dr. Warren elevated Lincoln Land Community
10College's local, state, and national profile and influence
11through service on major boards, including the American
12Association of Community Colleges, the Illinois Council of
13Community College Presidents, HSHS St. John's Hospital, and
14the Springfield Sangamon Growth Alliance; and
 
15    WHEREAS, Dr. Warren is a dedicated and distinguished
16public servant, holding the titles of colonel, retired and
17honorary brigadier general in the Georgia National Guard, and
18through service on the Reserve Forces Policy Board in
19Washington D.C.; and
 
20    WHEREAS, Dr. Warren, through her historic governance,
21public service, and dedication, has earned another title of
22high regard, that of president emeritus, an academic

1designation reserved for the most dedicated and honored
2individuals, who through their professional distinction,
3continue to hold the honorary title of the last office held as
4a symbol of appreciation; and
 
5    WHEREAS, Dr. Warren is one of Lincoln Land Community
6College's most dedicated ambassadors, consistently elevating
7the institution and celebrating the achievements of students
8and faculty alike, reinforcing the community ties that make
9the school a source of pride and opportunity; and
 
10    WHEREAS, Dr. Warren's extraordinary legacy is one of
11growth, innovation, and transformation and was guided by an
12unwavering commitment to the students and the mission of
13Lincoln Land Community College; therefore, be it
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
15HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16we congratulate Dr. Charlotte Warren on her retirement from
17Lincoln Land Community College, and we wish her the best in all
18her future endeavors; and be it further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to Dr. Warren as an expression of our esteem and
21respect.
