| 1 | HOUSE RESOLUTION | ||||||
| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate the Retired Teachers | ||||||
| 4 | Association of Chicago (RTAC) on the occasion of its 100th | ||||||
| 5 | anniversary; and | ||||||
| 6 | WHEREAS, Since its founding in 1926, RTAC has maintained | ||||||
| 7 | its mission of protecting retired Chicago Public School (CPS) | ||||||
| 8 | retirees' pensions and ancillary benefits, including access to | ||||||
| 9 | high quality health insurance through the Chicago Teachers | ||||||
| 10 | Pension Fund; and | ||||||
| 11 | WHEREAS, Beginning in 1972, RTAC secured representation on | ||||||
| 12 | the Chicago Teachers' Pension Fund (CTPF) with a retiree | ||||||
| 13 | trustee, and the pioneer of that position, Edna Fanning, also | ||||||
| 14 | served as president of the association; today, there are three | ||||||
| 15 | retiree trustees serving on the CTPF; and | ||||||
| 16 | WHEREAS, In 1986, RTAC used a legacy gift from Ferol | ||||||
| 17 | Potter, a former association president, to establish the | ||||||
| 18 | Chicago Retired Teachers Aid Fund, which provides financial | ||||||
| 19 | assistance to retired CPS educators with modest pensions; and | ||||||
| 20 | WHEREAS, In the early 2000s, RTAC established an internet | ||||||
| 21 | website to provide timely e-alerts to its members in order to | ||||||

| 1 | foster legislative advocacy and address other significant | ||||||
| 2 | matters of concern regarding the well-being of retired CPS | ||||||
| 3 | educators; and | ||||||
| 4 | WHEREAS, Beginning in 2013, RTAC began offering | ||||||
| 5 | complimentary seminars for its members in the spring and fall | ||||||
| 6 | regarding taxation, health, legal issues, and other areas of | ||||||
| 7 | concern to retired CPS educators; and | ||||||
| 8 | WHEREAS, RTAC is also a proud charter member of the | ||||||
| 9 | National Retired Teachers Association (NRTA), which | ||||||
| 10 | successfully lobbied to secure the 1968 anti-age | ||||||
| 11 | discrimination legislation as well as to reverse the Windfall | ||||||
| 12 | Elimination Provision (WEP) and Government Pension Offset | ||||||
| 13 | (GPO) Social Security limitations imposed on public agency | ||||||
| 14 | retirees in 2025; and | ||||||
| 15 | WHEREAS, Throughout its existence, RTAC has continued to | ||||||
| 16 | advocate on behalf of retired CPS educators; therefore, be it | ||||||
| 17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 18 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 19 | we congratulate the Retired Teachers Association of Chicago | ||||||
| 20 | (RTAC) on achieving 100 years of service to retired Chicago | ||||||
| 21 | Public School (CPS) educators. | ||||||
