HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate the Retired Teachers
4Association of Chicago (RTAC) on the occasion of its 100th
5anniversary; and
 
6    WHEREAS, Since its founding in 1926, RTAC has maintained
7its mission of protecting retired Chicago Public School (CPS)
8retirees' pensions and ancillary benefits, including access to
9high quality health insurance through the Chicago Teachers
10Pension Fund; and
 
11    WHEREAS, Beginning in 1972, RTAC secured representation on
12the Chicago Teachers' Pension Fund (CTPF) with a retiree
13trustee, and the pioneer of that position, Edna Fanning, also
14served as president of the association; today, there are three
15retiree trustees serving on the CTPF; and
 
16    WHEREAS, In 1986, RTAC used a legacy gift from Ferol
17Potter, a former association president, to establish the
18Chicago Retired Teachers Aid Fund, which provides financial
19assistance to retired CPS educators with modest pensions; and
 
20    WHEREAS, In the early 2000s, RTAC established an internet
21website to provide timely e-alerts to its members in order to

1foster legislative advocacy and address other significant
2matters of concern regarding the well-being of retired CPS
3educators; and
 
4    WHEREAS, Beginning in 2013, RTAC began offering
5complimentary seminars for its members in the spring and fall
6regarding taxation, health, legal issues, and other areas of
7concern to retired CPS educators; and
 
8    WHEREAS, RTAC is also a proud charter member of the
9National Retired Teachers Association (NRTA), which
10successfully lobbied to secure the 1968 anti-age
11discrimination legislation as well as to reverse the Windfall
12Elimination Provision (WEP) and Government Pension Offset
13(GPO) Social Security limitations imposed on public agency
14retirees in 2025; and
 
15    WHEREAS, Throughout its existence, RTAC has continued to
16advocate on behalf of retired CPS educators; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we congratulate the Retired Teachers Association of Chicago
20(RTAC) on achieving 100 years of service to retired Chicago
21Public School (CPS) educators.
