HOUSE RESOLUTION

 
2    WHEREAS, The advent of SoyFoam provides an easily
3renewable and non-toxic alternative to current foams used for
4firefighting; and
 
5    WHEREAS, SoyFoam is a natural product grown in the United
6States that does not contain per- and polyfluoroalkyl
7substances (PFAS), which are found in current foams and are
8hazardous to humans and wildlife, with exposure to PFAS being
9linked to thousands of cancer diagnoses every year; and
 
10    WHEREAS, SoyFoam is also free of fluorine, a toxic
11chemical that can cause pulmonary edema, a potentially deadly
12condition in humans, and liver and kidney damage in animals
13upon exposure; and
 
14    WHEREAS, SoyFoam is capable of extinguishing Class A and
15Class B fires caused by ordinary combustibles and flammable
16liquids, as SoyFoam has passed the UL-162 test for
17effectiveness; and
 
18    WHEREAS, SoyFoam is also a biodegradable substance, as
19SoyFoam has been certified as 84% biobased by the U.S.
20Department of Agriculture and has proven itself in tests by
21extinguishing jet fuel and gasoline burns; and

1    WHEREAS, SoyFoam is also compatible with current foam
2inductors and aerating nozzles used by fire departments,
3meaning the transition would not require new equipment, and
4the cost for SoyFoam is also competitive with current fire
5extinguishing foams; and
 
6    WHEREAS, In 2025, Illinois was the number one producer of
7soybeans in the United States; the adoption of SoyFoam would
8create an increased demand and fixed market for soybeans,
9which would support Illinois farmers for the foreseeable
10future; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13we urge State Fire Marshal Michele Pankow and local fire
14departments to replace current foams with the
15non-carcinogenic, non-toxic, environmentally friendly
16SoyFoam; and be it further
 
17    RESOLVED, That suitable copies of this resolution be
18delivered to Illinois State Fire Marshal Michele Pankow for
19distribution to fire chiefs across the State of Illinois.
