HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to commend individuals whose service,
4leadership, and professional excellence have strengthened the
5social fabric of the State of Illinois and advanced the
6health, dignity, and well-being of its residents; and
 
7    WHEREAS, Ximena Siguenza Cabrera, Director of Community
8Engagement & Impact at Rincon Family Services, has
9demonstrated an exceptional commitment to public service,
10community-centered leadership, and cross-sector
11collaboration, delivering meaningful and lasting impact to
12communities throughout the State; and
 
13    WHEREAS, Ximena Siguenza Cabrera has a longstanding and
14distinguished record of community service, beginning with her
15tenure at the office of the Consulate General of Mexico in
16Chicago, followed by her continued leadership at Rincon Family
17Services over the past two years, where her work has
18strengthened community response systems, expanded access to
19education and resources, and supported coordinated service
20delivery for immigrant and historically underserved
21communities across Illinois; and
 
22    WHEREAS, From the outset of her professional career,

1Ximena Siguenza Cabrera's contributions have delivered
2tangible value to the people of Illinois through
3responsiveness, cultural fluency, operational excellence, and
4an unwavering commitment to dignity-centered service; and
 
5    WHEREAS, In her current role as Director of Community
6Engagement & Impact, Ximena Siguenza Cabrera has provided
7direct strategic support and counsel to organizational
8leadership, serving as a top-tier advisor to the president and
9chief executive officer of Rincon Family Services, advising on
10program design, development, and implementation to ensure
11initiatives are community-centered, operationally sound, and
12aligned with both organizational mission and public-sector
13priorities; and
 
14    WHEREAS, Through her position, Ximena Siguenza Cabrera has
15effectively bridged executive vision with on-the-ground
16execution, translating strategy into measurable, sustainable,
17and equitable outcomes that strengthen Illinois' human
18services ecosystem; and
 
19    WHEREAS, Ximena Siguenza Cabrera has applied her expertise
20in community education and empowerment to support the
21coordination, implementation, and integration of resources
22that advance comprehensive care, including her key role in
23facilitating the integration of a health center within Rincon

1Family Services' organizational systems, supporting the
2co-location of Community Health services to expand access to
3integrated and culturally responsive care; and
 
4    WHEREAS, Ximena Siguenza Cabrera's leadership has extended
5beyond organizational boundaries through her assistance in the
6co-location of integrated case management services within the
7offices of the Consulate General of Mexico and the Consulate
8General of Guatemala in Chicago, ensuring that individuals and
9families could access health, behavioral health, and social
10services in trusted and familiar environments while reflecting
11a deep understanding of how systems alignment, trust, and
12accessibility intersect in effective service delivery; and
 
13    WHEREAS, Ximena Siguenza Cabrera has facilitated and led
14all major educational campaigns for Rincon Family Services,
15ensuring that critical information reaches communities in a
16clear, culturally responsive, and actionable manner, thereby
17reducing barriers to access and empowering individuals and
18families to engage proactively with available services; she
19previously served in the planning and execution of the
20International Behavioral Health Summit held in Mexico City in
212025, in collaboration with La Universidad Iberoamericana of
22Mexico City, where her contributions played a key factor in
23shaping cross-border dialogue, educational programming, and
24community-centered perspectives that elevated the summit's

1relevance and impact; and
 
2    WHEREAS, Ximena Siguenza Cabrera's collaboration with La
3Universidad Iberoamericana has further included the
4facilitation of behavioral health student internships in
5Chicago, strengthening workforce development pipelines and
6fostering the next generation of culturally competent
7behavioral health professionals serving Illinois communities;
8and
 
9    WHEREAS, Ximena Siguenza Cabrera has played a central role
10in shaping the clinical milieu of Rincon Family Services'
11physical spaces, working collaboratively with clinical,
12operational, and facilities teams to ensure environments are
13trauma-informed, culturally responsive, and supportive of both
14client healing and staff well-being, thereby transforming
15facilities into intentional environments of care; and
 
16    WHEREAS, Ximena Siguenza Cabrera is leading the
17implementation of the Mustard Seeds Initiatives, a portfolio
18of high-impact, purpose-driven micro-investments designed to
19generate measurable and transformational outcomes at both
20local and international levels, advancing education on
21selective mutism and autism in Mexico City, facilitating
22scholarships at La Universidad Iberoamericana, strengthening
23ecological stewardship efforts in Cook and Kankakee counties,

1and supporting apiculturists in Chicago to promote pollinator
2conservation and environmental sustainability, with these
3initiatives exemplifying her ability to translate vision into
4action, ensuring that targeted investments empower
5communities, create lasting change, and establish sustainable
6pathways for future impact; and
 
7    WHEREAS, Ximena Siguenza Cabrera also serves as the
8logistical lead for community social service responses,
9coordinating organizational action when requests are made by
10state elected officials, including responses to fires,
11behavioral health referrals, emergency needs, and
12comprehensive case management, and is widely recognized for
13her ability to mobilize teams, align resources, and execute
14timely responses during moments of community urgency; and
 
15    WHEREAS, Ximena Siguenza Cabrera is a co-author and
16collaborator on a forthcoming peer-reviewed journal essay on
17nonprofit leadership and transformational impact as part of
18the 50th Anniversary Special Issue of Human Service
19Organizations: Management, Leadership & Governance, scheduled
20for publication in Autumn 2026; and
 
21    WHEREAS, Ximena Siguenza Cabrera's leadership is grounded
22in rigorous academic preparation, having earned a Bachelor of
23Arts in Political Science and International Relations from the

1Centro de Investigacion y Docencia Economicas (CIDE) and
2pursued advanced studies at Hankuk University of Foreign
3Studies in South Korea, within the School of Social Sciences,
4equipping her with a global perspective and analytical
5foundation that has informed her work across cultures and
6systems; and
 
7    WHEREAS, Ximena Siguenza Cabrera continues to demonstrate
8that effective human services are built not only on compassion
9but on precision, coordination, education, and strategic
10advisement at the highest levels of leadership, bridging
11institutions and communities, policy and practice, and local
12needs with global perspective; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we commend Ximena Siguenza Cabrera, Director of Community
16Engagement & Impact at Rincon Family Services, for her
17integrity, leadership, and statewide impact, and we thank her
18for her continued contributions to the health, dignity, and
19well-being of the people of Illinois; and be it further
 
20    RESOLVED, That a suitable copy of this resolution be
21presented to Ximena Siguenza Cabrera as an expression of our
22esteem and respect.
