| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are saddened to learn of the death of Cinthia |
| 4 | | Dianne "Cindy" Smith, who passed away on February 23, 2026; |
| 5 | | and |
| 6 | | WHEREAS, Cindy Smith was born to Kathlyne (Huntley) |
| 7 | | Clanton and Ronald Dean Clanton in Greenville, South Carolina |
| 8 | | on January 18, 1957; she and her family moved to Decatur, |
| 9 | | Illinois in 1973, where she graduated from Eisenhower High |
| 10 | | School in 1975; she married James Gregg "Jim" Smith at the |
| 11 | | First United Methodist Church in Decatur on May 27, 1978, and |
| 12 | | they moved to Niantic in 1994; and |
| 13 | | WHEREAS, Cindy Smith worked as a dedicated and |
| 14 | | compassionate nurse for 43 years; she began her career as a |
| 15 | | candy striper at St. Mary's Hospital in Decatur, where she |
| 16 | | worked in many departments over the years; during her tenure, |
| 17 | | she especially enjoyed serving in the Recovery Department and |
| 18 | | Surgery Center; later, she worked for numerous doctors' |
| 19 | | offices throughout Decatur; and |
| 20 | | WHEREAS, Cindy Smith was a member of the Niantic Christian |
| 21 | | Church, and she served as treasurer of the Niantic Village |
| 22 | | Board for more than 20 years; and |

| 1 | | WHEREAS, Cindy Smith enjoyed bowling, waterskiing on Lake |
| 2 | | Decatur, practicing yoga, and spending time with friends and |
| 3 | | family; she kept a beautiful yard and especially enjoyed |
| 4 | | tending to her flowers and houseplants in retirement; she |
| 5 | | shared a special bond with animals, including family pets, the |
| 6 | | birds by her kitchen window, and several stray cats who |
| 7 | | regularly visited her; and |
| 8 | | WHEREAS, Cindy Smith was a devoted mother to her sons, |
| 9 | | traveling all over Central Illinois to support their |
| 10 | | involvement in Boy Scouts and Niantic High School athletics, |
| 11 | | and a deeply cherished grandmother; she will be remembered for |
| 12 | | her compassion, acceptance, and patience; and |
| 13 | | WHEREAS, Cindy Smith was preceded in death by her parents; |
| 14 | | her parents-in-law; and her grandson, Vincent Wayne; and |
| 15 | | WHEREAS, Cindy Smith is survived by her husband of 47 |
| 16 | | years, James; her siblings, Lesa (Clanton) Crane, Brian (Marla |
| 17 | | Opperman) Clanton, and Rodney (Dawn Smith) Clanton; her aunt, |
| 18 | | Ruthmary Kirby Kiler; her sons, Ashley (Abby Kelly) Smith and |
| 19 | | Griffin (Brandy Sparks) Smith; four granddaughters; and many |
| 20 | | cousins, nieces, nephews, and friends; therefore, be it |
| 21 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |

| 1 | | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 2 | | we mourn the passing of Cinthia Dianne "Cindy" Smith and |
| 3 | | extend our sincere condolences to her family, friends, and all |
| 4 | | who knew and loved her; and be it further |
| 5 | | RESOLVED, That a suitable copy of this resolution be |
| 6 | | presented to the family of Cindy Smith as an expression of our |
| 7 | | deepest sympathy. |
