HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the death of Cinthia Dianne "Cindy" Smith, who passed away on February 23, 2026; and

WHEREAS, Cindy Smith was born to Kathlyne (Huntley) Clanton and Ronald Dean Clanton in Greenville, South Carolina on January 18, 1957; she and her family moved to Decatur, Illinois in 1973, where she graduated from Eisenhower High School in 1975; she married James Gregg "Jim" Smith at the First United Methodist Church in Decatur on May 27, 1978, and they moved to Niantic in 1994; and

WHEREAS, Cindy Smith worked as a dedicated and compassionate nurse for 43 years; she began her career as a candy striper at St. Mary's Hospital in Decatur, where she worked in many departments over the years; during her tenure, she especially enjoyed serving in the Recovery Department and Surgery Center; later, she worked for numerous doctors' offices throughout Decatur; and

WHEREAS, Cindy Smith was a member of the Niantic Christian Church, and she served as treasurer of the Niantic Village Board for more than 20 years; and

WHEREAS, Cindy Smith enjoyed bowling, waterskiing on Lake Decatur, practicing yoga, and spending time with friends and family; she kept a beautiful yard and especially enjoyed tending to her flowers and houseplants in retirement; she shared a special bond with animals, including family pets, the birds by her kitchen window, and several stray cats who regularly visited her; and

WHEREAS, Cindy Smith was a devoted mother to her sons, traveling all over Central Illinois to support their involvement in Boy Scouts and Niantic High School athletics, and a deeply cherished grandmother; she will be remembered for her compassion, acceptance, and patience; and

WHEREAS, Cindy Smith was preceded in death by her parents; her parents-in-law; and her grandson, Vincent Wayne; and

WHEREAS, Cindy Smith is survived by her husband of 47 years, James; her siblings, Lesa (Clanton) Crane, Brian (Marla Opperman) Clanton, and Rodney (Dawn Smith) Clanton; her aunt, Ruthmary Kirby Kiler; her sons, Ashley (Abby Kelly) Smith and Griffin (Brandy Sparks) Smith; four granddaughters; and many cousins, nieces, nephews, and friends; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Cinthia Dianne "Cindy" Smith and extend our sincere condolences to her family, friends, and all who knew and loved her; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Cindy Smith as an expression of our deepest sympathy.
