| 2 | | AMENDMENT NO. ______. Amend House Bill 4232 by replacing |
| 3 | | everything after the enacting clause with the following: |
| 4 | | "Section 5. The Illinois Vehicle Code is amended by |
| 5 | | changing Section 3-806.7 as follows: |
| 6 | | (625 ILCS 5/3-806.7) |
| 7 | | Sec. 3-806.7. Registration fees for active duty military |
| 8 | | personnel and veterans. |
| 9 | | (a) Beginning with the 2011 registration year, the |
| 10 | | standard registration fee set forth in Section 3-806 of this |
| 11 | | Code for passenger motor vehicles of the first division and |
| 12 | | motor vehicles of the second division weighing not more than |
| 13 | | 8,000 pounds and registered under Section 3-815 of this Code, |
| 14 | | shall be reduced by 50% for any Illinois vehicle owner who was |
| 15 | | on active duty as a member of the Armed Forces of the United |
| 16 | | States and stationed outside of the United States for a period |

| 1 | | of 90 days or longer during the preceding registration year. |
| 2 | | (b) Illinois residents who are members of the Armed Forces |
| 3 | | of the United States and who have been stationed outside of the |
| 4 | | United States for a period of 6 months or longer, and who |
| 5 | | placed their registered motor vehicle in storage during the |
| 6 | | time they served abroad, shall be entitled to credit for the |
| 7 | | unused portion of that registration when they renew the |
| 8 | | registration of that vehicle upon their return to the United |
| 9 | | States. For each month or part thereof that the vehicle was in |
| 10 | | storage and had current registration, the member of the armed |
| 11 | | forces shall receive one month of registration without charge. |
| 12 | | (c) Beginning with the 2017 registration year, the |
| 13 | | standard registration fee set forth in Section 3-806 of this |
| 14 | | Code for passenger motor vehicles of the first division and |
| 15 | | motor vehicles of the second division weighing not more than |
| 16 | | 8,000 pounds and registered under Section 3-815 of this Code, |
| 17 | | shall be waived for the year following the return of any |
| 18 | | Illinois vehicle owner who is a member of the active-duty or |
| 19 | | reserve component of the United States Armed Forces who can |
| 20 | | provide proof of serving in a combat mission. Nothing in this |
| 21 | | subsection is applicable to the additional fees incurred by |
| 22 | | specialty, personalized, or vanity license plates. |
| 23 | | (d) Beginning with the 2027 registration year, the |
| 24 | | standard registration fee for under Section 3-806 of this Code |
| 25 | | for passenger motor vehicles of the first division and motor |
| 26 | | vehicles of the second division weighing not more than 8,000 |

| 1 | | pounds and registered under Section 3-815 of this Code shall |
| 2 | | be $100 for any Illinois vehicle owner who has been issued a |
| 3 | | driver's license with a veteran's designation under subsection |
| 4 | | (e-5) of Section 6-110 of this Code upon providing a copy of |
| 5 | | the driver's license with a veteran's designation. This |
| 6 | | registration fee shall only be granted for one set of plates |
| 7 | | for a qualified driver. Nothing in this subsection (d) |
| 8 | | prevents the application of the registration fee waiver |
| 9 | | provided under subsection (c) of this Section. |
