    Amends the Human Trafficking Resource Center Notice Act. Requires the notice required under the Act to contain images of the Signal for Help hand signal. Effective January 1, 2027.

1    AN ACT concerning human rights.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Human Trafficking Resource Center Notice
5Act is amended by changing Section 10 as follows:
 
6    (775 ILCS 50/10)
7    Sec. 10. Form of posted notice.
8    (a) The notice required under this Act shall be at least 8
91/2 inches by 11 inches in size, written in a 16-point font,
10except that when the notice is provided by electronic means
11the size of the notice and font shall not be required to comply
12with these specifications, and shall state the following:
 
13"If you or someone you know is being forced to engage in any
14activity and cannot leave, whether it is commercial sex,
15housework, farm work, construction, factory, retail, or
16restaurant work, or any other activity, call the National
17Human Trafficking Resource Center at 1-888-373-7888 to access
18help and services.
 
19Victims of slavery and human trafficking are protected under
20United States and Illinois law. The hotline is:
21        * Available 24 hours a day, 7 days a week.

1        * Toll-free.
2        * Operated by nonprofit nongovernmental organizations.
3        * Anonymous and confidential.
4        * Accessible in more than 160 languages.
5        * Able to provide help, referral to services,
6    training, and general information.".
 
7    The notice shall contain 2 images of the Signal for Help
8hand signal. The first image shall detail an open palm with a
9tucked thumb and the words "1. Palm to and thumb tuck."
10displayed under the image. The second image shall detail a
11trapped thumb with a closed fist and the words "2. Trap thumb."
12displayed under the image.
13    (b) The notice shall be printed in English, Spanish, and
14in one other language that is the most widely spoken language
15in the county where the establishment is located and for which
16translation is mandated by the federal Voting Rights Act, as
17applicable. This subsection does not require a business or
18other establishment in a county where a language other than
19English or Spanish is the most widely spoken language to print
20the notice in more than one language in addition to English and
21Spanish.

23    Section 99. Effective date. This Act takes effect January
