SYNOPSIS AS INTRODUCED:
 
210 ILCS 85/10.12 new

    Amends the Hospital Licensing Act. Requires any hospital or health system licensed by the Act operating a general acute care hospital to, when considering closure or elimination of an inpatient psychiatric unit or a perinatal unit, provide public notice of the proposed closure or elimination no less than 120 days prior to the proposed date of closure and submit the notice to the specified authorities. Provides that, subject to the same notice requirements, a hospital or health system proposing closure must hold at least one public meeting within 60 days after notice is provided. Requires members of the county board in which the general acute care hospital resides to be invited to the meeting and given the opportunity to testify on the impact that elimination of service would have on the county and its other community health systems.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Hospital Licensing Act is amended by adding
5Section 10.12 as follows:
 
6    (210 ILCS 85/10.12 new)
7    Sec. 10.12. Closure or discontinuation of special or
8supplemental services.
9    (a) Any hospital or health system licensed by this Act
10operating a general acute care hospital must, when considering
11closure or elimination of an inpatient psychiatric unit or a
12perinatal unit, provide public notice of the proposed closure
13or elimination no less than 120 days prior to the proposed date
14of closure.
15    (b) Notice required by this Section shall be submitted to
16the Department, the governing body of the municipality in
17which the hospital is located, the governing body of the
18county in which the hospital is located, and physically posted
19within the hospital in a place accessible to the general
20public.
21    (c) The hospital or health system proposing closure must
22hold at least one noticed public meeting within 60 days after
23notice being given pursuant to subsection (b). Notice of the

1public meeting is subject to the same requirements as stated
2in subsection (b). Members of the county board in which the
3general acute care hospital resides shall be invited to the
