AMENDMENT TO HOUSE BILL 2072

2    AMENDMENT NO. ______. Amend House Bill 2072 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Natural Resources
5(Conservation) Law of the Civil Administrative Code of
6Illinois is amended by adding Section 805-585 as follows:
 
7    (20 ILCS 805/805-585 new)
8    Sec. 805-585. World Shooting and Recreational Complex
9ammunition sales. Subject to the requirements of State and
10federal law and subject to Section 15 of the Department of
11Natural Resources World Shooting and Recreational Complex Act,
12the Department may sell ammunition at the World Shooting and
13Recreational Complex and to contract that right to a
14contractor.

1Shooting and Recreational Complex Act is amended by changing
2Section 15 as follows:
 
3    (20 ILCS 861/15)
4    Sec. 15. Authority to enter into public-private agreement;
5ammunition sales.
6    (a) Notwithstanding any provision of law to the contrary,
7the Department, on behalf of the State, may enter into a
8public-private agreement to develop, finance, lease, manage,
9and operate the World Shooting and Recreational Complex on
10behalf of the State, pursuant to which the contractors may
11receive certain revenues, including management or user fees in
12consideration of the payment of moneys to the State for that
13right.
14    (b) Subject to the requirements of State and federal law,
15the Department may sell ammunition at the World Shooting and
16Recreational Complex and may contract the right to sell
17ammunition to a contractor in a public-private agreement.
18Revenue from the sale of ammunition at the World Shooting and
19Recreational Complex by the Department or its contractor under
20a public-private agreement under this Section, except for
21operating and non-operating costs and expenses related to the
22sale of ammunition, shall be deposited into the State Parks
23Fund to the credit of a special account designated as the World
24Shooting and Recreational Complex Ammunition Account. All
25moneys credited to the World Shooting and Recreational Complex

1Ammunition Account shall be used for any purposes related to
2the World Shooting and Recreational Complex and for no other
3purpose. Nothing in this subsection shall be construed to
4affect the applicability or scope of any provision of the
5Firearm Owners Identification Card Act, the Criminal Code of
62012, or any other law.
