Allows the Secretary of State to issue enhanced driver's licenses and enhanced identification cards. Prohibits the Secretary from issuing an enhanced driver's license or enhanced identification card to any person who is: (1) under 16 years of age; (2) not a resident of the State; or (3) not a citizen of the United States of America. Provides that an enhanced driver's license or enhanced identification card may include radio frequency identification technology that is limited to a randomly assigned number.
