Provides that a municipality that is a home rule unit may elect not to be a home rule unit by the affirmative vote of at least two-thirds of the corporate authorities of the municipality (rather than by a referendum). Provides that a municipality that is a home rule unit on January 1, 2027 shall remain a home rule unit until the municipality elects not to be a home rule unit.
