Allows the Secretary of State to issue a special registration plate designated as a retro license plate. Provides that the design and color of the plates shall be a replica of the license plates issued between 1983 and 2001. Provides that there shall be an additional $40 fee for original issuance of a retro license plate and a $27 fee for renewal of a retro license plate.
