Replaces everything after the enacting clause. Amends the Tax Increment Allocation Redevelopment Act of the Illinois Municipal Code. Extends the estimated dates of completion of redevelopment projects and the retirement of obligations issued to finance redevelopment project costs for various ordinances adopted by the City of Chicago, the Village of Millstadt, the City of Mattoon, and the City of Sterling. Effective immediately.
House Floor Amendment No. 2
Adds reference to:
Adds provisions to the engrossed bill amending the Property Tax Code. Provides that the maximum income limitation for the Low-Income Senior Citizens Assessment Freeze Homestead Exemption shall be (i) $75,000 for taxable year 2026, (ii) $77,000 for taxable year 2027, and (iii) $79,000 for taxable year 2028 and thereafter. Provides that, for tax year 2025, the estimated first installment of unpaid taxes shall be deemed delinquent and shall bear interest after April 1, 2026 at the rate of 0.75% per month or portion thereof until paid or forfeited. Amends the Senior Citizens Real Estate Tax Deferral Act. Allows the county clerk to create and administer, for any tax certificates held by a county, a payment plan during the redemption period. Authorizes the county clerk to waive interest penalties when payments are made under the payment plan and in accordance with its parameters. Makes changes concerning the maximum household income.
