Synopsis As Introduced

Orders that $20,000,000 in State funding from the Department of Human Services (IDHS) and the BRIDGE Fund shall be directed to support food banks across Illinois beginning November 1, 2025. Orders that IDHS shall work closely with the Illinois Commission to End Hunger to launch statewide listening sessions to understand the impacts of Supplemental Nutrition Assistance Program (SNAP) changes on Illinoisans seeking SNAP and stakeholders who engage with SNAP and issue a report sharing information learned and providing recommended actions to take to mitigate the harms Illinoisans are experiencing. Orders that IDHS and the Department of Commerce and Economic Opportunity shall engage a public university research partner to review food access and food insecurity, ensuring that the State does not have a gap in understanding food access and food insecurity due to the U.S. Department of Agriculture's termination of the Annual National Household Food Insecurity Survey, and partner with the Illinois Retail Merchants Association to deploy surveys concerning specified matters. Orders specified State agencies to collaborate to create interagency solutions to mitigate the harm to Illinois families from changes to SNAP. Orders IDHS to analyze primary contributors to the SNAP payment error rate and implement policy changes needed to address key payment error rate contributors to reduce the payment error rate; develop strategies with community partners to help SNAP recipients navigate new work requirements; work closely with the Illinois Commission to End Hunger to identify food education needs and the interests of recipients and to recommend an approach for Illinois; designate staff to perform specified duties; and pursue any appropriate waivers that will ensure ease of access and connectivity to SNAP. Provides that the executive order shall not be construed to contravene any federal or State law or regulation; the executive order shall not affect or alter the existing statutory powers of any State agency; and the provisions of the executive order are severable. Effective October 30, 2025.
