| 2 | | WHEREAS, The members of the Illinois Senate wish to honor |
| 3 | | our colleague, State Senator Natalie Toro, on her esteemed |
| 4 | | service as a member of the Illinois General Assembly and to |
| 5 | | thank her for her dedication to the State and her community; |
| 6 | | and |
| 7 | | WHEREAS, Senator Toro was born on the northwest side of |
| 8 | | Chicago into a Puerto Rican immigrant family; and |
| 9 | | WHEREAS, Senator Toro is a lifelong resident of the 20th |
| 10 | | Senate District, and she attended Chicago Public Schools (CPS) |
| 11 | | and eventually worked at elementary schools to support and |
| 12 | | shape the future of her community; and |
| 13 | | WHEREAS, Senator Toro was inspired to pursue a career in |
| 14 | | public service by her grandfather's commitment to fighting |
| 15 | | injustice, opening a credit union that served Latinos when |
| 16 | | other local banks denied them service because of their |
| 17 | | ethnicity, and by witnessing her parents' involvement in local |
| 18 | | unions; and |
| 19 | | WHEREAS, Senator Toro earned her bachelor's degree in |
| 20 | | elementary education from Northeastern Illinois University in |
| 21 | | her district; and |

| 1 | | WHEREAS, Senator Toro began her career as a teacher at |
| 2 | | Schmid Elementary School in 2015, and she worked at CPS |
| 3 | | schools for eight years, achieving tenured status after four |
| 4 | | years by demonstrating effective teaching and by having a |
| 5 | | positive impact on student learning before deciding to pursue |
| 6 | | her interest in working as a government official; and |
| 7 | | WHEREAS, Upon arriving in Springfield in 2023, Senator |
| 8 | | Toro began to champion issues important to her and her |
| 9 | | community, including early childhood education, housing |
| 10 | | affordability, reproductive health care, and violence |
| 11 | | prevention; and |
| 12 | | WHEREAS, Senator Toro also advocated for people with |
| 13 | | disabilities, fighting for and passing legislation requiring |
| 14 | | police officers to undergo training to better interact with |
| 15 | | people with autism in order to minimize escalated encounters |
| 16 | | between law enforcement and people with disabilities due to |
| 17 | | misunderstandings; and |
| 18 | | WHEREAS, Following the tragic death of a teenager in her |
| 19 | | district who was struck and killed by a motorist while biking, |
| 20 | | Senator Toro passed legislation encouraging local governments |
| 21 | | to develop bike safety plans that would better inform |
| 22 | | residents about the safety features on each bike route as well |

| 1 | | as improve infrastructure to prioritize the safety of cyclists |
| 2 | | and pedestrians; and |
| 3 | | WHEREAS, Senator Toro also passed legislation that |
| 4 | | prohibits workplace discrimination, harassment, and |
| 5 | | retaliation based on family obligations, allowing employees to |
| 6 | | be evaluated for the merits of their work and not assumptions |
| 7 | | based on their home lives; and |
| 8 | | WHEREAS, Senator Toro served as a member of the |
| 9 | | Progressive Caucus, the Women's Caucus, and the Latino Caucus, |
| 10 | | and she led roundtable discussions at events celebrating the |
| 11 | | Latino Caucus' work to enact legislation to better support her |
| 12 | | community; and |
| 13 | | WHEREAS, Senator Toro has provided the Illinois Senate |
| 14 | | with her unique perspective as an educator who has witnessed |
| 15 | | issues in Illinois public schools and is passionate about |
| 16 | | fixing them, and her kindness is present in every interaction |
| 17 | | she has; and |
| 18 | | WHEREAS, Senator Toro is bidding farewell to the Illinois |
| 19 | | Senate after dedicating her time to the 20th Senate District |
| 20 | | and the people of Illinois; and |
| 21 | | WHEREAS, Senator Toro plans to continue advocating for the |

| 1 | | issues closest to her heart, including access to reproductive |
| 2 | | health care, labor rights, education, and disability rights; |
| 3 | | therefore, be it |
| 4 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
| 5 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we thank Senator |
| 6 | | Natalie Toro for her dedicated service to the people of |
| 7 | | Illinois and her contributions to the State; and be it further |
| 8 | | RESOLVED, That a suitable copy of this resolution be |
| 9 | | presented to Senator Toro as a symbol of our gratitude with our |
| 10 | | best wishes for her future endeavors. |
