SENATE RESOLUTION

 
2    WHEREAS, Senator Tom Bennett has served the people of
3Illinois with distinction for nearly a decade, representing
4the 106th District in the Illinois House of Representatives
5from 2015 to early 2023 and the 53rd District in the Illinois
6State Senate from 2023 to 2025, which includes Bureau, Ford,
7Grundy, Iroquois, LaSalle, Livingston, Marshall, McLean,
8Peoria, Putnam, Tazewell, Will, and Woodford Counties; and
 
9    WHEREAS, Senator Bennett is well-known for his kindness,
10compassion, and legislative acumen; his accomplishments and
11enduring impact will resonate throughout the Capitol and the
12State of Illinois for years to come; and
 
13    WHEREAS, Senator Bennett was born on June 8, 1956 and
14raised on a family farm in Gibson City, Illinois; he earned a
15Bachelor of Science in Education from Eastern Illinois
16University, a Bachelor of Science in Computer Science and a
17Master of Business Administration from Illinois State
18University, and a Doctor of Business Administration from Nova
19Southeastern University; and
 
20    WHEREAS, Before entering public service, Senator Bennett
21dedicated himself to education as a high school and junior
22high science teacher and later worked as an IT professional at

1State Farm Insurance, demonstrating a lifelong commitment to
2learning and innovation; and
 
3    WHEREAS, While working and raising a family, Senator
4Bennett served his community as a member of a local preschool
5board, which included two years as chairman, as a K-12 school
6board member, and as a member of the Parkland College Board of
7Trustees, serving for 19 years with the last three years as
8chairman; and
 
9    WHEREAS, Senator Bennett was actively engaged in state and
10national trustee organizations, serving as Chair of the
11Illinois Community College Trustees Association (ICCTA) in
12Springfield and the only Illinoisan to ever serve as Chair of
13the Board of the Association of Community College Trustees
14(ACCT) in Washington, D.C.; and
 
15    WHEREAS, As a legislator, Senator Bennett served on task
16forces and commissions focused on early childhood education,
17teacher assessments, the environment, and energy, while
18holding key positions on Senate committees, including
19Appropriations-Education, Appropriations-Higher Education,
20Early Childhood Education, Education, Energy and Public
21Utilities, and Higher Education; and
 
22    WHEREAS, Senator Bennett brought his passion for education

1to the Illinois General Assembly, where he was a leader in
2addressing critical issues around the teacher shortage,
3co-chairing a task force focused on Educative Teacher
4Performance Assessment (edTPA) concerns, encouraging retired
5teachers to re-enter classrooms, and supporting excused
6absences for the Future Farmers of America (FFA) and 4-H
7events to foster experiential learning; and
 
8    WHEREAS, From being raised on his family farm, Senator
9Bennett was a steadfast advocate for Illinois agriculture,
10supporting funding restoration for Soil and Water Conservation
11Districts, working with the Prairie Research Institute to
12create a study on carbon capture and carbon sequestration for
13the State of Illinois, easing estate tax burdens on family
14farms, and aiding small-scale farmers through legislation
15exempting on-farm composting from permit requirements; and
 
16    WHEREAS, Senator Bennett's contributions to public safety
17include supporting tax credits for volunteer firefighters,
18advocating for extended stop arms on school buses to protect
19children, and strengthening emergency response services; and
 
20    WHEREAS, Senator Bennett's exceptional service has been
21recognized through numerous awards, including the Illinois
22Farm Bureau's Friend of Agriculture Award (2016, 2018, 2020,
232022, 2024), the Illinois Association of Agricultural Fairs'

1Legislator of the Year Award (2018), the Illinois Chamber's
2Champion of Free Enterprise Award (2018, 2020, 2022, 2024),
3and the 2024 Illinois Firefighters Public Service Award; and
 
4    WHEREAS, Senator Bennett finds his greatest joy in the
5people he has met and served throughout his career, reflecting
6his genuine dedication to uplifting others; therefore, be it
 
7    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate
9Senator Tom Bennett on his retirement from the Illinois
10General Assembly after nearly a decade of honorable and
11dedicated service; and be it further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to Senator Bennett as an expression of our gratitude
14for his hard work and best wishes for his future endeavors.
