| 2 | WHEREAS, Senator Tom Bennett has served the people of | ||||||
| 3 | Illinois with distinction for nearly a decade, representing | ||||||
| 4 | the 106th District in the Illinois House of Representatives | ||||||
| 5 | from 2015 to early 2023 and the 53rd District in the Illinois | ||||||
| 6 | State Senate from 2023 to 2025, which includes Bureau, Ford, | ||||||
| 7 | Grundy, Iroquois, LaSalle, Livingston, Marshall, McLean, | ||||||
| 8 | Peoria, Putnam, Tazewell, Will, and Woodford Counties; and | ||||||
| 9 | WHEREAS, Senator Bennett is well-known for his kindness, | ||||||
| 10 | compassion, and legislative acumen; his accomplishments and | ||||||
| 11 | enduring impact will resonate throughout the Capitol and the | ||||||
| 12 | State of Illinois for years to come; and | ||||||
| 13 | WHEREAS, Senator Bennett was born on June 8, 1956 and | ||||||
| 14 | raised on a family farm in Gibson City, Illinois; he earned a | ||||||
| 15 | Bachelor of Science in Education from Eastern Illinois | ||||||
| 16 | University, a Bachelor of Science in Computer Science and a | ||||||
| 17 | Master of Business Administration from Illinois State | ||||||
| 18 | University, and a Doctor of Business Administration from Nova | ||||||
| 19 | Southeastern University; and | ||||||
| 20 | WHEREAS, Before entering public service, Senator Bennett | ||||||
| 21 | dedicated himself to education as a high school and junior | ||||||
| 22 | high science teacher and later worked as an IT professional at | ||||||
| |||||||
| |||||||
| 1 | State Farm Insurance, demonstrating a lifelong commitment to | ||||||
| 2 | learning and innovation; and | ||||||
| 3 | WHEREAS, While working and raising a family, Senator | ||||||
| 4 | Bennett served his community as a member of a local preschool | ||||||
| 5 | board, which included two years as chairman, as a K-12 school | ||||||
| 6 | board member, and as a member of the Parkland College Board of | ||||||
| 7 | Trustees, serving for 19 years with the last three years as | ||||||
| 8 | chairman; and | ||||||
| 9 | WHEREAS, Senator Bennett was actively engaged in state and | ||||||
| 10 | national trustee organizations, serving as Chair of the | ||||||
| 11 | Illinois Community College Trustees Association (ICCTA) in | ||||||
| 12 | Springfield and the only Illinoisan to ever serve as Chair of | ||||||
| 13 | the Board of the Association of Community College Trustees | ||||||
| 14 | (ACCT) in Washington, D.C.; and | ||||||
| 15 | WHEREAS, As a legislator, Senator Bennett served on task | ||||||
| 16 | forces and commissions focused on early childhood education, | ||||||
| 17 | teacher assessments, the environment, and energy, while | ||||||
| 18 | holding key positions on Senate committees, including | ||||||
| 19 | Appropriations-Education, Appropriations-Higher Education, | ||||||
| 20 | Early Childhood Education, Education, Energy and Public | ||||||
| 21 | Utilities, and Higher Education; and | ||||||
| 22 | WHEREAS, Senator Bennett brought his passion for education | ||||||

| 1 | to the Illinois General Assembly, where he was a leader in | ||||||
| 2 | addressing critical issues around the teacher shortage, | ||||||
| 3 | co-chairing a task force focused on Educative Teacher | ||||||
| 4 | Performance Assessment (edTPA) concerns, encouraging retired | ||||||
| 5 | teachers to re-enter classrooms, and supporting excused | ||||||
| 6 | absences for the Future Farmers of America (FFA) and 4-H | ||||||
| 7 | events to foster experiential learning; and | ||||||
| 8 | WHEREAS, From being raised on his family farm, Senator | ||||||
| 9 | Bennett was a steadfast advocate for Illinois agriculture, | ||||||
| 10 | supporting funding restoration for Soil and Water Conservation | ||||||
| 11 | Districts, working with the Prairie Research Institute to | ||||||
| 12 | create a study on carbon capture and carbon sequestration for | ||||||
| 13 | the State of Illinois, easing estate tax burdens on family | ||||||
| 14 | farms, and aiding small-scale farmers through legislation | ||||||
| 15 | exempting on-farm composting from permit requirements; and | ||||||
| 16 | WHEREAS, Senator Bennett's contributions to public safety | ||||||
| 17 | include supporting tax credits for volunteer firefighters, | ||||||
| 18 | advocating for extended stop arms on school buses to protect | ||||||
| 19 | children, and strengthening emergency response services; and | ||||||
| 20 | WHEREAS, Senator Bennett's exceptional service has been | ||||||
| 21 | recognized through numerous awards, including the Illinois | ||||||
| 22 | Farm Bureau's Friend of Agriculture Award (2016, 2018, 2020, | ||||||
| 23 | 2022, 2024), the Illinois Association of Agricultural Fairs' | ||||||

| 1 | Legislator of the Year Award (2018), the Illinois Chamber's | ||||||
| 2 | Champion of Free Enterprise Award (2018, 2020, 2022, 2024), | ||||||
| 3 | and the 2024 Illinois Firefighters Public Service Award; and | ||||||
| 4 | WHEREAS, Senator Bennett finds his greatest joy in the | ||||||
| 5 | people he has met and served throughout his career, reflecting | ||||||
| 6 | his genuine dedication to uplifting others; therefore, be it | ||||||
| 7 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
| 8 | ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate | ||||||
| 9 | Senator Tom Bennett on his retirement from the Illinois | ||||||
| 10 | General Assembly after nearly a decade of honorable and | ||||||
| 11 | dedicated service; and be it further | ||||||
| 12 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 13 | presented to Senator Bennett as an expression of our gratitude | ||||||
