| 2 |  |     WHEREAS, The members of the Illinois Senate are saddened  | 
| 3 |  | to learn of the death of Colonel Earl Edward Rumbaugh Jr. of  | 
| 4 |  | Danville, who passed away on July 3, 2023; and
  
 | 
| 5 |  |     WHEREAS, Col. Rumbaugh was born to Earl Edward and  | 
| 6 |  | Cornelia Payne Rumbaugh on December 22, 1928; he attended  | 
| 7 |  | Garfield Elementary School and graduated from Danville High  | 
| 8 |  | School in 1946; he furthered his education at Loyola  | 
| 9 |  | University New Orleans; and
 | 
| 10 |  |     WHEREAS, Col. Rumbaugh attended the United States Army  | 
| 11 |  | Command and General Staff College at Fort Leavenworth, Kansas,  | 
| 12 |  | beginning his career as an Army officer; he served in the  | 
| 13 |  | Korean War, the Berlin Crisis, and the Cuban Missile Crisis  | 
| 14 |  | and did two tours of duty in Vietnam; he received numerous  | 
| 15 |  | awards throughout his 32-year-long career, including three  | 
| 16 |  | Legions of Merit, the Distinguished Flying Cross, a Bronze  | 
| 17 |  | Star, the Joint Service Commendation Medal, the Army  | 
| 18 |  | Commendation Medal, and the Combat Infantryman Badge; and
  
 | 
| 19 |  |     WHEREAS, Col. Rumbaugh served as a police officer for  | 
| 20 |  | Danville from  1954 to 1959; he also served on the Danville  | 
| 21 |  | Traffic Commission, the Chamber of Commerce Safety Committee,  | 
| 22 |  | the Center for Children's Services for six years, the  | 
|     |

| 1 |  | Vermilion County Merit Commission from 1994 to 2020, and the  | 
| 2 |  | YMCA Board for six years; and
  
 | 
| 3 |  |     WHEREAS, Col. Rumbaugh was a member of the Association of  | 
| 4 |  | the United States Army, the Military Officers Association of  | 
| 5 |  | America, American Legion Post 210, the Veterans of Foreign  | 
| 6 |  | Wars, the Knights of Columbus, Elks Lodge 232, the Danville  | 
| 7 |  | Boat Club, the Danville Country Club, and the Corvette  | 
| 8 |  | Cruisers; he hosted Cooking with the Colonial on the WDAN show  | 
| 9 |  | from 1990 to 1996 and was inducted to the Wall of Honor at the  | 
| 10 |  | Kenneth D. Bailey Academy; and
  
 | 
| 11 |  |     WHEREAS, Col. Rumbaugh was preceded in death by his  | 
| 12 |  | parents; his wives, AnnaMarie Freeman and Wilma Minor; and his  | 
| 13 |  | siblings, Glenn Covert, Anna Jane Catlett, Marigene Hutton,  | 
| 14 |  | and Marjorie Carter; and
  
 | 
| 15 |  |     WHEREAS, Col. Rumbaugh is survived by his companion of 23  | 
| 16 |  | years, Karen Wodetzki; his nephews, James M. Covert and Newel  | 
| 17 |  | Young Jr. and wife, Paulette Guiliani Young; his niece, Cathy  | 
| 18 |  | Carter Tomason; and his stepdaughters, Deborah Amata, Denise  | 
| 19 |  | Amata, and Diana Browning; therefore, be it

| 20 |  |     RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL  |
