| 2 | | WHEREAS, On March 31, 2023, President Joseph R. Biden |
| 3 | | proclaimed April 2023 as Second Chance Month and called upon |
| 4 | | all government officials, educators, volunteers, and all the |
| 5 | | people of the United States to observe the month with |
| 6 | | appropriate programs, ceremonies, and activities; and
|
| 7 | | WHEREAS, A criminal record can prevent individuals from |
| 8 | | landing a steady job, a safe place to live, quality health |
| 9 | | care, or the chance to go to back school; and
|
| 10 | | WHEREAS, A criminal record can keep someone from ever |
| 11 | | getting a loan to buy a home, start a business, or build a |
| 12 | | future; and
|
| 13 | | WHEREAS, A criminal record can bar an individual from |
| 14 | | voting; and
|
| 15 | | WHEREAS, Three-quarters of formerly incarcerated people |
| 16 | | remain unemployed a year after their release, and joblessness |
| 17 | | is a top predictor of recidivism; and |
| 18 | | WHEREAS, The U.S. Department of Justice's Office of |
| 19 | | Justice Programs, Bureau of Justice Assistance and Office of |
| 20 | | Juvenile Justice and Delinquency Prevention are supporting |
