| 2 | | WHEREAS, Daily access to an adequate shower or other |
| 3 | | facilities necessary to maintain hygiene is a human right; and
|
| 4 | | WHEREAS, Showering removes bacteria from the skin, which |
| 5 | | helps the body protect itself from infection and hinders the |
| 6 | | spread of disease; and
|
| 7 | | WHEREAS, Personal hygiene, including regular shower use, |
| 8 | | is essential to preserve health and maintain a socially |
| 9 | | acceptable appearance; being denied the opportunity to have a |
| 10 | | regular shower or otherwise keep up one's personal hygiene may |
| 11 | | be psychologically and physically degrading and humiliating; |
| 12 | | and

| 13 | | WHEREAS, Most institutions and facilities of the |
| 14 | | Department of Corrections do not have air conditioning, making |
| 15 | | daily access to bathing facilities especially important during |
| 16 | | warm seasons and after physical work to maintain hygiene and |
| 17 | | prevent offensive body odor that would impact residents and |
| 18 | | staff; and
|
| 19 | | WHEREAS, The right to access a bathing facility once per |
| 20 | | day preserves human dignity; therefore, be it
